The ultimate objective should be to facilitate the work of the agencies in the field by enhancing transparency and openness, thereby improving their effectiveness and the quality of their work for the benefit of aid recipients, while ensuring full respect for the mandates established by the competent United Nations bodies and the principle of national ownership.
