5. Entities of the United Nations system, including the specialized agencies, as well as any State not party to this Convention, may be represented at meetings of the Conference of the Parties as observers.
5- يجوز تمثيل هيئات منظومة الأمم المتحدة، بما فيها الوكالات المتخصصة، وكذلك أي دولة غير طرف في هذه الاتفاقية، في اجتماعات مؤتمر الأطراف بصفة مراقب.

Any body or agency, whether national or international, governmental or non-governmental, that is qualified in matters covered by this Convention and has informed the Secretary-General of the United Nations of its wish to be represented at a meeting of the Conference of the Parties as an observer may be admitted, unless at least one third of the Parties present objects.
ويجوز قبول طلب أي هيئة أو وكالة سواء أكانت وطنية أم دولية، وحكومية أم غير حكومية، تكون مؤهلة لمعالجة مسائل مشمولة بهذه الاتفاقية وتكون قد أبلغت الأمين العام للأمم المتحدة برغبتها في أن تمثل في اجتماع من اجتماعات مؤتمر الأطراف بصفة مراقب، وذلك ما لم يعترض ثلث الأطراف الحاضرين على الأقل.

6. The United Nations, its specialized agencies and the International Atomic Energy Agency, in addition to any State not Party to this Convention, may be represented at meetings of the Conference of the Parties as observers.
6 - يجوز للأمم المتحدة ووكالاتها المتخصصة والوكالة الدولية للطاقة الذرية، وكذلك أي دولة ليست طرفاً في هذه الاتفاقية، أن تكون ممثّلة في اجتماعات مؤتمر الأطراف بصفة مراقب.

2- يوصف تشكيل اللجنة في المقرر: اتفاقية روتردام 1/6 بأنها تتألف من 31 خبيرا في إدارة المواد الكيميائية ترشحهم الحكومات ويعينهم مؤتمر الأطراف على النحو التالي:

Without prejudice to the accountability of the head of the permanent secretariat to the Conference of the Parties as indicated in the third bullet in paragraph 2 of the Note, the head of the Convention Secretariat would be fully responsible to the Secretary-General as the Chief Administrative Officer of the Organization, including for the observance of staff regulations and rules and financial regulations and rules.
وبدون المساس بمسؤولية رئيس اﻷمانة الدائمة أمام مؤتمر اﻷطراف كما تتضح في النقطة الثالثة من الفقرة ٢ من المذكرة فإن رئيس أمانة الاتفاقية سيكون مسؤولا مسؤولية كاملة أمام اﻷمين العام بوصفه الموظف الاداري الرئيسي للمنظمة، بما في ذلك تطبيق النظامين اﻷساسي والاداري للموظفين والنظام المالي والقواعد المالية.
