1. Rule 4 of the rules of procedure of the Conference provides:

٧- تنص المادة ٤٤ من النظام الداخلي المؤقت للمؤتمر على أن ينشئ المؤتمر فريقا للتفاوض وعلى أنه يجوز له إنشاء ما يراه ضروريا من هيئات فرعية أخرى.
