(a) The Congress should reiterate and emphasize the central importance of the Standard Minimum Rules for the Treatment of Prisoners, as they represent good principle and practice in the treatment of prisoners and the management of institutions;
(أ) ينبغي للمؤتمر أن يعاود التأكيد والتشديد على الأهمية المحورية للقواعد النموذجية الدنيا لمعاملة السجناء، لأنها تمثّل مبادئ وممارسات جيدة في معاملة السجناء وإدارة المؤسسات العقابية؛

(e) The Congress should encourage Member States to develop the necessary policies and institutional infrastructure to ensure that prisons are used sparingly and fulfil their proper role;
(هـ) ينبغي للمؤتمر أن يُشجِّع الدول الأعضاء على صوغ ما يلزم من السياسات وإنشاء ما يلزم من البنى التحتية المؤسسية لضمان الإقلال من استخدام السجون وأدائها دورها الصحيح؛

(h) The Congress should encourage Member States that have not yet done so to ratify the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and give priority to the establishment of mechanisms of accountability, independent external inspection and oversight and monitoring;

On the basis of such progress and other initiatives undertaken at various levels, The Congress should examine practical ways of strengthening national action and promoting international cooperation, in particular, by establishing close collaborative ties between law enforcement agencies, developing practical arrangements and organizing training courses and seminars on how to deal with specific aspects of terrorism nationally and internationally.

(b) The Congress should take action to improve the legal framework relating to prisoners, with consideration being given to the revision and updating of the Standard Minimum Rules for the Treatment of Prisoners, and, in the shorter term, it should endorse the draft United Nations rules for the treatment of women prisoners and non-custodial measures for women offenders;
(ب) ينبغي للمؤتمر أن يتَّخذ إجراءات لتحسين الإطار القانوني المتعلق بالسجناء، مع النظر في تنقيح وتحديث القواعد النموذجية الدنيا لمعاملة السجناء، كما ينبغي له، في المدى القصير، أن يُقرّ مشروع قواعد الأمم المتحدة لمعاملة السجينات والتدابير غير الاحتجازية بشأن الجانيات؛

(c) The Congress should encourage Member States to reaffirm their commitment to meeting the requirements of international standards in respect of the treatment of prisoners, in particular the Standard Minimum Rules for the Treatment of Prisoners, and it should consider urgently how those requirements can be met.
(ج) ينبغي للمؤتمر أن يُشجِّع الدول الأعضاء على إعادة تأكيد التزامها بالوفاء بمتطلبات المعايير الدولية فيما يخص معاملة السجناء، وخصوصا القواعد النموذجية الدنيا لمعاملة السجناء، وينبغي له أن ينظر على وجه الاستعجال في كيفية الوفاء بتلك المتطلبات.

(f) The Congress should encourage Member States to integrate prison health into broader community health structures and to assign responsibility for the management and provision of prison health services to the same ministries, departments and agencies providing health services to the general population.
(و) ينبغي للمؤتمر أن يُشجِّع الدول الأعضاء على إدراج شؤون الصحة في السجون ضمن الهياكل الصحية المجتمعية الأوسع نطاقا، وإسناد المسؤولية عن إدارة وتقديم الخدمات الصحية داخل السجون إلى نفس الوزارات والإدارات والهيئات نفسها التي تقدّم الخدمات الصحية إلى السكان عموما.

(i) The Congress should encourage UNODC to continue providing to Member States, upon request, technical assistance for prison reform, including in the form of tools and training, and Member States should provide UNODC with the requisite resources to do so.

(g) The Congress should encourage Member States to commit the necessary resources to provide a prison system in compliance with the Standard Minimum Rules for the Treatment of Prisoners, drawing those resources from national and, where appropriate, international sources, and to mobilize the energies of civil society, local communities, relevant government departments and authorities at the local and national levels;
