12. 12 - ويقول التقرير إن لجنة مراجعة الدستور على اقتناع بأنه، نتيجة للاجتماعات العامة وللتغطية الإعلامية ولمختلف حملات التوعية والدراسات الاستقصائية في هذا المجال، فإن سكان الإقليم قد أضحوا جميعا على وعي بعملية مراجعة تحديث الدستور وإنه كان بمقدورهم الإعراب عن آرائهم.

It was noted that the report of the Constitutional Modernization Review body had recommended that the Governor should not be able to act contrary to the recommendations of the Commission.
