Any communication to the consular post by the person detained shall be forwarded by the competent authorities without delay.
وتحيل السلطات المختصة، دون تأخير، جميع المعلومات التي يقدمها الشخص المحتجز إلى المركز القنصلي.

Any communication addressed to the consular post by the person arrested or held in detention must also be forwarded by the said authorities without delay.
ويجب على السلطات المذكورة أيضاً أن تحيل دون إبطاء أي بلاغ يوجهه الشخص الموقوف أو المحتجز إلى المركز القنصلي.

Under the provisions of this Convention, if a foreigner in custody or detention so requests, the competent authorities must, without delay, inform the consular post of his or her State of origin.
وعملاً بأحكام هذه الاتفاقية، يجب على السلطات المختصة أن تخطر دون إبطاء المركز القنصلي لدولة منشأ الأجنبي رهن الحبس الاحتياطي أو الاحتجاز إذا طلب الأجنبي ذلك.

At the same time, under article 38 of the 1961 Vienna Convention on Diplomatic Relations and article 71 of the 1963 Vienna Convention on Consular Relations, the receiving State has a duty to exercise its jurisdiction in such a manner as not to interfere unduly with the performance of the functions of the mission or the consular post.
وفي الوقت نفسـه، فإنـه في إطار المادة 38 من اتفاقية فييـنـا للعلاقات الدبلوماسية لعام 1961 والمادة 71 من اتفاقية فييـنـا للعلاقات القنصلية لعام 1963، يترتب على الدولة المستقبـِـلة واجب ممارسة ولايتها القضائية بطريقة لا تخـِـل على نحـو غير مشروع بأداء مهام البعثة أو المركز القنصلي.

if he so requests, the competent authorities of the receiving State shall, without delay, inform the consular post of the sending State if, within its consular district, a national of that State is arrested or committed to prison or to custody pending trial or is detained in any other manner.
تقوم السلطات المختصة في الدولة المستقبلة، بدون تأخير، بإبلاغ المركز القنصلي للدولة الموفِدة إذا جرى، في دائرة اختصاصه، إلقاء القبض على أحد رعايا هذه الدولة أو حبسه أو وضعه تحت التحفظ انتظارا لمحاكمته أو احتجازه بأي شكل آخر، وذلك إذا طلب هو ذلك.

[The Government of Yemen] should like to make clear in this connection that it was our country's intention in making that reservation that the expression " family of a member of the consular post " should, for the purposes of enjoyment of the privileges and immunities specified in the Convention, be understood to mean the member of the consular post, his spouse and minor children only.
نود أن نشير إلى أن التحفظ الذي أصدرناه بشأن التمتع بالحصانات والامتيازات المنصوص عليها في الاتفاقية، كان القصد منه التوضيح تحديدا بأن بلدنا يفسر عبارة ' ' وأفراد عائلاتهم الذين يشكلون جزءا من أسرهم المعيشية`` بأنها لا تشمل إلا عضو المركز القنصلي نفسه وزوجه وأولاده القاصرين.

The 1963 Vienna Convention on Consular Relations (art. 36) provides that, if so requested, the competent authorities of the receiving State shall, without delay, inform the consular post of the sending State that its national has been deprived of his/her liberty.
26- وتنص المادة 36 من اتفاقية فيينا للعلاقات القنصلية لعام 1963 على أن تبلغ السلطات المختصة التابعة للدولة المستقبلة، عند الطلب، وبدون تأخير، المركز القنصلي التابع للدولة الموفدة بأن مواطنها قد حرم من حريته.

" Moreover, the Convention on Consular Relations, signed at Vienna on 24 April 1963, stipulates that'the receiving State shall take such steps as may be necessary to protect the consular premises of a consular post headed by an honorary consular officer against any intrusion or damage and to prevent any disturbance of the peace of the consular post or impairment of its dignity'(art. 59).
" علاوة على ذلك، تنص اتفاقية العلاقات القنصلية، الموقعة بفيينا في ٢٤ نيسان/أبريل ١٩٦٣ على أن " تتخذ الدولة المستقبلة ما قد يلزم من خطوات لحماية المباني القنصلية لمركز قنصلي يرأسه موظف قنصلي فخري من أي اقتحام أو إضرار بها، ولمنع أي إخلال بأمن المركز القنصلي أو مساس بكرامته " )المادة ٥٩(.
