71 - تشجع الدول على التصديق على الاتفاقات الدولية المتعلقة بسلامة وأمن الملاحة والعمل البحري أو الانضمام إليها وعلى اتخاذ ما يلزم من تدابير وفقا للاتفاقية وغيرها من الصكوك الدولية المعنية المبرمة في هذا الصدد، بهدف تطبيق القواعد التي تشتمل عليها تلك الاتفاقات وإنفاذها، وتشدد على ضرورة بناء قدرات الدول النامية وتقديم المساعدة إليها؛

38. The Committee recalls the obligations assumed by States on ratifying the Convention and, accordingly, calls upon them to ensure that all necessary measures are taken, regardless of the authority of the State party that orders those measures and of their nature, in full conformity with the obligations arising from the ratification of the Convention and other relevant international instruments.
38- تذكّر اللجنة بالالتزامات التي يتعين على الدولة الوفاء بها بمصادقتها على الاتفاقية، وفي هذا السياق تذكّر بالتأكد من اتخاذ جميع التدابير، أياً كانت سلطة الدولة التي تتخذ هذه التدابير وطبيعتها، بما يتماشى تماماً مع الالتزامات الناشئة عن التصديق على الاتفاقية وعلى الصكوك الدولية الأخرى ذات الصلة.

31. 31- تود اللجنة أن تذكّر بالالتزامات التي تعهدت بها الدول عند التصديق على الاتفاقية، وفي هذا الخصوص تحث اللجنة الدولة الطرف على كفالة اتساق جميع التدابير التي تتخذها، بصرف النظر عن طبيعتها أو السلطة التي تصدرها، اتساقاً كاملاً مع الالتزامات التي قطعتها على نفسها عند التصديق على الاتفاقية وغيرها من الصكوك الدولية ذات الصلة.

828. The Committee is also concerned that persons working with and for children, including judges, lawyers, magistrates, law enforcement personnel, army officials, teachers, school managers, health personnel, social workers, officials of the national and local administrations and personnel of child-care institutions, lack sufficient knowledge about the Convention and other relevant international instruments relating to the rights of the child.
٨٢٨ - ويقلق اللجنة أيضا أن اﻷشخاص العاملين مع اﻷطفال ولصالح اﻷطفال، بمن فيهم القضاة والمحامون وموظفو المحاكم وموظفو إنفاذ القانون ومسؤولو الجيش والمعلمون ومديرو المدارس وموظفو الصحة والمرشدون الاجتماعيون ومسؤولو اﻹدارات الوطنية والمحلية وموظفو مؤسسات رعاية الطفل، يفتقرون إلى المعرفة الكافية عن الاتفاقية وغيرها من الصكوك الدولية ذات الصلة بحقوق الطفل.

In view of the seriousness of such alleged violations, the Committee is concerned about the insufficient training provided to law enforcement officials and personnel of detention centres on the provisions and principles of the Convention and other relevant international instruments such as the Beijing Rules, the Riyadh Guidelines and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty.
ونظرا لخطورة ما يدعى من هذه الانتهاكات، يساور اللجنة القلق إزاء عدم كفاية تدريب الموظفين المكلفين بإنفاذ القانون وموظفي مراكز الاحتجاز فيما يتصل بأحكام ومبادئ الاتفاقية وغيرها من الصكوك الدولية ذات الصلة مثل " قواعد بيجينغ " ، ومبادئ الرياض التوجيهية، وقواعد اﻷمم المتحدة لحماية اﻷحداث المحرومين من حريتهم.

184. NHRIs should contribute independently to the reporting process under the Convention and other relevant international instruments and monitor the integrity of government reports to international treaty bodies with respect to children's rights, including through dialogue with the Committee on the Rights of the Child at its pre-sessional working group and with other relevant treaty bodies.
20- يتعين على المؤسسات الوطنية المستقلة لحقوق الإنسان أن تسهم بصورة مستقلة في عملية الإبلاغ بموجب الاتفاقية وغيرها من الصكوك الدولية ذات الصلة وأن تراقب سلامة تقارير الحكومة المقدمة إلى الهيئات التعاهدية الدولية فيما يتعلق بحقوق الطفل، بما في ذلك من خلال إجراء حوار مع لجنة حقوق الطفل أثناء اجتماع الفريق العامل السابق على دورتها ومع غيرها من الهيئات التعاهدية المعنية.

20.
