8. Calls upon States to strengthen their cooperation with the Committee on the Rights of the Child, to comply in a timely manner with their reporting obligations under the Convention and the Optional Protocols thereto, in accordance with the guidelines elaborated by the Committee, and to take into account the recommendations made by the Committee in the implementation of the provisions of the Convention;
8 - تهيب بالدول أن تعزز تعاونها مع لجنة حقوق الطفل وأن تفي في الوقت المناسب بالتزاماتها بموجب الاتفاقية وبروتوكوليها الاختياريين فيما يتصل بتقديم التقارير، وفقا للمبادئ التوجيهية التي وضعتها اللجنة، وأن تراعي التوصيات المقدمة من اللجنة لدى تنفيذ أحكام الاتفاقية؛

States are not relieved of their obligations under the Convention and the Optional Protocols thereto when their functions are delegated or outsourced to a private business or non-profit organization.
ولا تتحرر الدول من التزاماتها بموجب الاتفاقية وبروتوكولاتها الاختيارية عند تفويض مهامها لمؤسسات تجارية خاصة أو منظمات غير هادفة للربح، أو توريدها خارجياً من تلك الجهات.

The present general comment principally addresses States' obligations under the Convention and the Optional Protocols thereto.
8- يتناول هذا التعليق العام أساساً التزامات الدول بموجب الاتفاقية وبروتوكولاتها الاختيارية.

3. The Committee shall make available its good offices to the States parties concerned with a view to a friendly solution of the matter on the basis of the respect for the obligations set forth in the Convention and the Optional Protocols thereto.
3- تعرض اللجنة مساعيها الحميدة على الدول الأطراف المعنية بهدف التوصل إلى حل ودي للمسألة على أساس احترام الالتزامات التي تنص عليها الاتفاقية وبروتوكولاها الاختياريان.

4. Invites States parties to the Convention and the Optional Protocols thereto to adhere to the page limit established by the Committee for their reports, and notes that this would reduce the operating costs of the Committee.
4 - تدعو الدول الأطراف في الاتفاقية وبروتوكوليها الاختياريين إلى أن تلتزم بعدم تجاوز الحد الأقصى لعدد الصفحات الذي حددته اللجنة للتقارير التي تقدمها الدول الأطراف، وتلاحظ أن ذلك من شأنه خفض تكاليف أعمال اللجنة.

2. Reaffirms paragraphs 1 to 8 of its resolution 63/241, and urges States that have not yet done so to become parties to the Convention and the Optional Protocols thereto as a matter of priority and to implement them fully;
2 - تؤكد من جديد الفقرات 1 إلى 8 من قرارها 63/241، وتحث الدول التي لم تصبح بعد أطرافا في الاتفاقية وبروتوكوليها الاختياريين(2) على القيام بذلك على سبيل الأولوية وعلى تنفيذها كاملة؛

19. Affirms its commitment to integrate the provisions of the Convention and the Optional Protocols thereto into its work in a regular, systematic and transparent manner, and requests the special procedures and other human rights mechanisms of the Council to take into account the relevant provisions of the Convention and the Optional Protocols thereto in the fulfilment of their mandates;
19- يؤكد التزامه بتضمين عمله أحكامَ الاتفاقية وبروتوكوليها الاختياريين بانتظام ومنهجية وشفافية، ويطلب إلى الإجراءات الخاصة وغيرها من آليات حقوق الإنسان التابعة للمجلس أن تضع أحكام الاتفاقية وبروتوكوليها الاختياريين ذات الصلة في اعتبارها لدى نهوضها بالمهام المسندة إليها؛

" 2. Reaffirms paragraphs 1 to 8 of its resolution 63/241, and urges States that have not yet done so to become parties to the Convention and the Optional Protocols thereto as a matter of priority and to implement them fully, and welcomes the efforts of the Secretary-General to promote the universal ratification of the Optional Protocols to the Convention on the Rights of the Child;
" 2 - تؤكد من جديد الفقرات 1 إلى 8 من قرارها 63/241، وتحث الدول التي لم تصبح بعد أطرافا في الاتفاقية وبروتوكوليها الاختياريين على القيام بذلك على سبيل الأولوية وعلى تنفيذها كاملة، وترحب بجهود الأمين العام لتشجيع التصديق العالمي على البروتوكولين الاختياريين لاتفاقية حقوق الطفل؛

" (b) To strengthen their cooperation with the Committee and to comply in a timely manner with their reporting obligations under the Convention and the Optional Protocols thereto, in accordance with the guidelines elaborated by the Committee, as well as to take into account the recommendations made by the Committee in the implementation of the provisions of the Convention;

In addition, business enterprises should not undermine the States' ability to meet their obligations towards children under the Convention and the Optional Protocols thereto.

Home States should ensure that there are effective mechanisms in place so that the government agencies and institutions with responsibility for implementation of the Convention and the Optional Protocols thereto coordinate effectively with those responsible for trade and investment abroad.
وينبغي أن تضمن دول الموطن وجود آليات فعالة ليتسنى للوكالات والمؤسسات الحكومية المسؤولة عن تنفيذ الاتفاقية وبروتوكولاتها الاختيارية التنسيق بفعالية مع تلك المسؤولة عن التجارة والاستثمار في الخارج.

3. The Committee shall make available its good offices to the States parties concerned with a view to a friendly solution of the matter on the basis of the respect for the obligations set forth in the Convention and the Optional Protocols thereto.
3 - تعرض اللجنة مساعيها الحميدة على الدول الأطراف المعنية بهدف التوصل إلى حل ودي للمسألة على أساس احترام الالتزامات التي تنص عليها الاتفاقية وبروتوكولاها الاختياريان.

As a result of those resolutions, there has been progress in the implementation of the Convention and the Optional Protocols thereto.
وبفضل تلك القرارات، تم إحراز تقدم في تنفيذ الاتفاقية والبروتوكولين الاختياريين الملحقين بها.

Such measures should ensure the best environment for full realization of the Convention and the Optional Protocols thereto.
ويتعين أن تكفل تلك التدابير أفضل بيئة مواتية للإعمال الكامل للاتفاقية وبروتوكولاتها الاختيارية.
