3- تشجع الأطراف في الاتفاقية على النظر في أن توفر، في قوانينها واجراءاتها الوطنية، تدابير خاصة لتسلم الطلبات العاجلة، بما في ذلك، حيثما يمكن ويكون مناسبا، احالة تلك الطلبات مباشرة الى السلطات المختصة لغرض التنفيذ؛
