374. The Commission believes that the de facto authority in the Gaza Strip has a duty and a responsibility to respect the obligations referred to, for a number of reasons, including the following:

445 - عدم احترام المكلفين بإنفاذ القانون من الأجهزة الأمنية في الضفة الغربية والأجهزة الأمنية التابعة لسلطة الأمر الواقع في قطاع غزة في أغلب حالات القبض والاحتجاز للقواعد القانونية الإجرائية الواجب احترامها ومراعاتها حال القبض والاعتقال، هذا بالإضافة إلى سوء المعاملة واستخدام القسوة حال الاعتقال.

77. The Commission held 11 hearings concerning allegations of detention and torture committed by the security services of the de facto authority in the Gaza Strip. A further 17 hearings concerned killings.
77 - وعقدت اللجنة إحدى عشرة جلسة استماع تتعلق بالاعتقال والتعذيب، لأشخاص ادّعوا بأنهم تعرضوا للاعتقال على أيدي أجهزة الأمن التابعة لسلطة الأمر الواقع في قطاع غزة، كما عقدت سبع عشرة جلسة استماع تتعلق بالقتل.
