Before giving the floor to the first speaker in the debate, I should like to remind members that, in accordance with resolution 57/299, statements in the debate in plenary meetings should not exceed five minutes.
قبل أن أعطي الكلمة للمتكلم الأول في هذه المناقشة، أود أن أذكر الأعضاء أنه، وفقا للقرار 57/299، ينبغي ألا تزيد مدة البيانات أثناء المناقشة في الجلسات العامة عن خمس دقائق لكل بيان.

5. Decides that the Special Committee shall continue to accept the participation of observers of Member States in its meetings, including those of its working group, and also decides that the Special Committee shall be authorized to invite other States or intergovernmental organizations to participate in the debate in plenary meetings of the Special Committee on specific items where it considers that such participation would assist in its work;
٥ - تقرر أن تستمر اللجنة الخاصة في قبول مشاركة مراقبين من الدول اﻷعضاء في جلساتها، بما في ذلك جلسات فريقها العامل، وتقرر أيضا أن يؤذن للجنة الخاصة بدعوة دول أو منظمات حكومية دولية أخرى للمشاركة في المناقشة في الجلسات العامة للجنة بشأن بنود محددة إذا رأت اللجنة أن مثل هذه المشاركة ستساعدها في إنجاز أعمالها؛

يقيّم رئيس الجمعية العامة المناقشة الجارية في الجلسات العامة ... وذلك بهدف ضمان وجود عملية منتظمة وشفافة لاشتراك الوفود في المناقشات المتعلقة بالإجراءات التي ينبغي اتخاذها بشأن البنود التي يُنظر فيها مباشرة في الجلسات العامة.
