51. According to both the Declaration and the Strategy, the international community has an obligation to assist the developing countries on a number of fronts. Included here is financial assistance.

62. Clearly, the implementation of the Declaration and the Strategy was far from satisfactory, owing to inequitable international economic relations, an unfavourable external economic environment and stagnant international development cooperation.
٢٦ - وتابع قائلا إن من الواضح أن تنفيذ اﻹعلان والاستراتيجية غير مرض بسبب العلاقات الاقتصادية الدولية غير المنصفة، ووجود بيئة اقتصادية خارجية غير مؤاتية، وتراجع التعاون الدولي من أجل التنمية.

64. It was therefore to be hoped that the objectives of the Declaration and the Strategy would be attained at the earliest possible date so that everyone could share in the fruits of human progress.
٤٦ - وأعرب في الختام عن اﻷمل في أن تتحقق أهداف اﻹعلان والاستراتيجية في أقرب وقت ممكن حتى يمكن للجميع اقتسام ثمار تقدم البشرية.

76. Consequently, in her delegation's view both the Declaration and the Strategy had not been implemented. While most developing countries had been reforming their economies, the external environment had not been supportive of their development efforts.
٦٧ - واختتمت كلامها قائلة إنه باﻹمكان التأكيد أنه لم يتم تنفيذ اﻹعلان والاستراتيجية وأنه، بالرغم من أن معظم البلدان النامية قد أجرت إصلاحات، فإن اﻹطار الخارجي لم يكن مؤاتيا للجهود اﻹنمائية التي بذلتها.

Under the Declaration and the Strategy, the developed countries had an obligation to create a stable and predictable international economic environment while the developing countries were to modernize their economies through structural reform and to create a domestic environment that was favourable to foreign investment.

The developing countries had abided by virtually all the provisions of the Declaration and the Strategy that applied to them.

" 5. Encourages Member States that have not yet submitted their reports on the implementation of the commitments and policies agreed upon in the Declaration and the Strategy to do so;
