In so doing, it should be actively involved in the implementation of the Action Plan and follow up the Declaration of Principles adopted at the first phase of the World Summit on the Information Society (WSIS).
وهو إذ يقوم بذلك ينبغي لـه أن يشارك مشاركة فعالة في تنفيذ خطة العمل وفي متابعة إعلان المبادئ الذي اعتُمِد في المرحلة الأولى من مؤتمر القمة العالمي لمجتمع المعلومات.

10. Recognizes that the Declaration of Principles adopted at the first phase of the World Summit on the Information Society, held in Geneva in December 2003, strongly urged States to avoid and refrain from any unilateral measure in building the Information Society;
10- يسلِّم بأن إعلان المبادئ الذي اعتُمِد في المرحلة الأولى من مؤتمر القمة العالمي لمجتمع المعلومات الذي عُقِد في جنيف في كانون الأول/ديسمبر 2003، قد حث الدول بقوة على تجنُّب اتخاذ أي تدابير من جانب واحد والامتناع عن اتخاذ مثل هذه التدابير في بناء مجتمع المعلومات؛
