The report comprises a thematic analysis by the Special Rapporteur of the integration of a human rights-based approach in measures to discourage the demand that fosters all forms of exploitation of persons, especially women and children, and which leads to human trafficking.

Welcoming the appointment of the Special Rapporteur of the Commission on Human Rights on trafficking in persons, especially women and children, and her intention to devote special attention in her annual report to thematic issues, including the root causes of trafficking and discouragement of the demand that fosters trafficking for the purposes of all forms of exploitation,

(j) To take measures to eliminate the demand that fosters all forms of exploitation that leads to trafficking, including sexual exploitation and the sex tourism demand;

III. Integration of a human rights-based approach in measures to discourage the demand that fosters all forms of exploitation of persons, especially women and children, and which leads to human trafficking
ثالثاً- إدماج نهج قائم على حقوق الإنسان في التدابير الرامية إلى تثبيط الطلب الذي يحفز جميع أشكال استغلال الأشخاص، وبخاصة النساء والأطفال، والذي يؤدي إلى الاتجار بالبشر

58. The importance of bilateral and international cooperation in discouraging the demand that fosters all forms of exploitation of persons, especially women and children, that leads to trafficking has been noted in article 9 of the Trafficking Protocol.
58- أُشير إلى أهمية التعاون الثنائي والدولي في تثبيط الطلب الذي يحفز جميع أشكال استغلال الأشخاص، وبخاصة النساء والأطفال، والذي يؤدي إلى الاتجار بالبشر في المادة 9 من بروتوكول الاتجار بالأشخاص.

" 8. Calls upon Governments to address, with a view to eliminating, the demand that fosters the trafficking of women and girls for all forms of exploitation and in this regard to enhance preventive measures, including legislative measures, to deter exploiters of trafficked persons, as well as ensure their accountability;

12. Further encourages Member States to take measures, including raising public awareness, to discourage and reduce, especially among men, the demand that fosters sexual exploitation as well as other forms of human trafficking, in accordance with article 9, paragraph 5, of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, where applicable;
12- يشجّع كذلك الدول الأعضاء على اتخاذ تدابير، تشمل إذكاء وعي الناس، لتثبيط وخفض الطلب الذي يغذي الاستغلال الجنسي، خصوصا في أوساط الرجال فضلا عن سائر أشكال الاتجار بالبشر، وذلك وفقا للفقرة 5 من المادة 9 من بروتوكول منع وقمع ومعاقبة الاتجار بالأشخاص، وبخاصة النساء والأطفال، عند الاقتضاء؛

6. Invites Member States to take measures, such as raising public awareness, to discourage the demand that fosters all forms of exploitation, in accordance with the Trafficking in Persons Protocol, where applicable;
6- تدعو الدول الأعضاء إلى أن تتخذ، عند الاقتضاء، ما يلزم من التدابير، كإذكاء الوعي العام مثلا، للنهي عن الطلب الذي يحفّز جميع أشكال الاستغلال، وفقا لبروتوكول منع الاتجار بالأشخاص، حيثما ينطبق ذلك؛

2. Exhorts Governments to improve preventive measures and discourage the demand that fosters exploitation in all its forms and leads to trafficking in persons, with a view to its elimination, and accordingly to raise awareness of the negative impact of clients, consumers or users of trafficking, inasmuch as it is they who are responsible for generating demand;
2- تحضّ الحكومات على تحسين التدابير الوقائية وتثبيط الطلب الذي يحفِّز الاستغلال بجميع أشكاله ويفضي إلى الاتجار بالأشخاص، بغية القضاء عليه، وإذكاء الوعي، من ثم، بالضرر الذي يتسبب به زبائن هذا الاتجار أو مستهلكوه أو مستخدموه، طالما أنهم هم المسؤولون عن إيجاد الطلب عليه؛

Both mandate holders have affirmed that international law requires States to discourage the demand that fosters exploitation related to trafficking.
وأكدت كلتا المكلفتين بالولاية أن القانون الدولي يقتضي من الدول أن تردع الطلب الذي يدعم الاستغلال المتصل بالاتجار().

2. Urges Member States to combat the demand that fosters child sexual exploitation and abuse;
2- تحثّ الدول الأعضاء على مكافحة الطلب الذي يروّج لاستغلال الأطفال جنسيا والاعتداء عليهم جنسيا؛

11. Also encourages Member States to adopt legislative or other measures to reduce the demand that fosters all forms of trafficking in persons, including by cooperating with non-governmental organizations and civil society and by raising public awareness of how all forms of exploitation degrade their victims and the related risks of trafficking in persons, especially women and children;
11- يشجّع أيضا الدول الأعضاء على اعتماد تدابير تشريعية أو تدابير أخرى لخفض الطلب الذي يشجّع كافة أشكال الاتجار بالأشخاص، بوسائل منها التعاون مع المنظمات غير الحكومية والمجتمع المدني وإذكاء وعي الناس بما تنطوي عليه جميع أشكال الاستغلال من تحقير لضحاياها، وبما يتصل بها من مخاطر الاتجار بالأشخاص، ولا سيما النساء والأطفال؛

Article 9 (5) of the Trafficking in Persons Protocol calls upon State Parties to discourage the demand that fosters all forms of exploitation of persons and leads to human trafficking.
كما تُدعى الدول الأطراف، في الفقرة (5) من المادة 9 من بروتوكول الاتّجار بالأشخاص، إلى تثبيط الطلب الذي يعزّز جميع أشكال استغلال الأشخاص ويفضي إلى الاتّجار بالبشر.

Bearing in mind that, among other decisions adopted at the fourth session of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime, States parties were invited to take measures to discourage the demand that fosters all forms of exploitation and an open-ended intergovernmental expert group on trafficking in persons was established for the purpose of making recommendations to the Conference,
