Financial resources needed by the developing country Parties to meet the agreed full incremental costs of implementing measures that are covered by Article 4.1 of the Convention and that are agreed between a developing country Party and the international entity or entities referred to in Article 11 of the Convention;
(ب) الموارد المالية التي تحتاج إليها الأطراف من البلدان النامية لتغطية التكاليف الكاملة المتفق عليها الخاصة بتدابير التنفيذ التي تشملها المادة 4-1 من الاتفاقية والمتفق عليها بين أي طرف من أي بلد نام والكيان الدولي أو الكيانات الدولية المشار إليها في المادة 11 من الاتفاقية؛

All the developing country Parties are eligible for the funding;

Decides to set up a nationally appropriate mitigation action crediting mechanism under the Kyoto Protocol, in which credits for the verifiable nationally appropriate mitigation actions of the developing country Parties not included in Annex I of the Convention can be issued in order to assist such Parties in achieving sustainable development and contributing to global efforts to combat climate change;
10- يُقرر إنشاء آلية لتسجيل الأرصدة الدائنة لإجراءات التخفيف المناسبة وطنياً بموجب بروتوكول كيوتو، يمكن في إطارها تسجيل أرصدة دائنة لإجراءات التخفيف المناسبة وطنياً، والتي يمكن التحقق منها والتي تتخذها البلدان النامية الأطراف غير المُدرجة في المرفق الأول للاتفاقية بغية مساعدة هذه الأطراف في تحقيق التنمية المستدامة والمساهمة في الجهود المبذولة عالمياً لمكافحة تغير المناخ؛

A compensation fund shall be established by the Conference of the Parties to compensate the developing country Parties which may suffer social, environmental and/or economic loss as a result of actions taken to meet quantified emission limitation and reduction objectives.]
وينشئ مؤتمر اﻷطراف صندوقاً تعويضياً لتعويض البلدان النامية اﻷطراف التي قد تتكبد خسارة اجتماعية أو بيئية و/أو اقتصادية نتيجة لاجراءات تكون قد اتخذت للوفاء بأهداف تحديد وخفض الانبعاثات كمياً.[

18.[ A clean development fund shall be established by the Conference of the Parties to assist the developing country Parties to achieve sustainable development and contribute to the ultimate objective of the Convention.
]٨١- ينشئ مؤتمر اﻷطراف صندوق تنمية نظيفة لمساعدة البلدان النامية اﻷطراف على تحقيق التنمية المستدامة والمساهمة في الهدف النهائي للاتفاقية.

Article 4.4 states that " the developed country Parties and other developed Parties included in Annex II shall also assist the developing country Parties that are particularly vulnerable to the adverse effects of climate change in meeting costs of adaptation to those adverse effects. "
٨- وتنص المادة ٤-٤ على أن " تقوم البلدان المتقدمة النمو اﻷطراف واﻷطراف المتقدمة النمو اﻷخرى المدرجة في المرفق الثاني أيضا بمساعدة البلدان النامية اﻷطراف المعرضة بصفة خاصة ﻵثار تغير المناخ الضارة في تغطية تكاليف التكيف مع تلك اﻵثار الضارة. "

(i) Annual imports [measured in physical units and in monetary value] by the Party from the developing country Parties to the Convention of fossil fuels [, fossil fuel products, raw materials other than fossil fuels,] and finished or semi-finished goods following entry into force of this Protocol for that Party; and
`١` الواردات السنوية ]مقاسة بالوحدات المادية وبالقيمة النقدية[ للطرف من البلدان النامية اﻷطراف في الاتفاقية من أنواع الوقود اﻷحفوري ]ومنتجات الوقود اﻷحفوري وخامات أخرى غير أنواع الوقود اﻷحفوري[ والسلع المصنّعة وشبه المصنعة، إثر بدء نفاذ هذا البروتوكول بالنسبة لذلك الطرف؛ و

(c) To serve as policy guidance to the interim operating entity of the financial mechanism for the timely provision of financial support, including for the transfer of technology, needed by the developing country Parties to meet the agreed full costs in complying with their obligations under Article 12.1;
)ج( توفير الارشادات المتصلة بالسياسة لكيان التشغيل المؤقت التابع لﻵلية المالية ﻷغراض توفير الدعم المالي في الوقت المناسب، بما في ذلك ﻷغراض نقل التكنولوجيا، الذي تحتاج إليه البلدان النامية اﻷطراف لتغطية التكاليف الكاملة المتفق عليها امتثالاً لالتزاماتها بمقتضى المادة ٢١-١؛

4 bis. The extent to which the developing country Parties will effectively implement their commitments under this Convention will depend on the effective implementation by developed country Parties of their commitments under this Convention relating to financial resources, technical assistance and technology transfer.
4 مكرراً - يتوقف مدى قيام الأطراف من البلدان النامية بالتنفيذ الفعَّال لالتزاماتها بموجب الاتفاقية على فعَّالية تنفيذ أطراف من البلدان المتقدمة لالتزاماتها بموجب الاتفاقية فيما يتصل بالموارد المالية والمساعدة التقنية ونقل التكنولوجيا.

4bis. The extent to which the developing country Parties will effectively implement their commitments under this Convention will depend on the effective implementation by developed country Parties of their commitments under this Convention relating to financial resources, technical assistance and technology transfer.
4 مكرراً- يتوقف مدى قيام الأطراف من البلدان النامية بالتنفيذ الفعَّال لالتزاماتها بموجب الاتفاقية على فعَّالية تنفيذ أطراف من البلدان المتقدمة لالتزاماتها بموجب الاتفاقية فيما يتصل بالموارد المالية والمساعدة التقنية ونقل التكنولوجيا.

Delay by developed country Parties and other Parties included in Annex I in implementing their commitments to reduce emissions will increase their climate debt to the developing country Parties and the need for, and cost of, adaptation.
وأي تأخير من جانب البلدان الأطراف المتقدمة وغيرها من الأطراف المدرجة في المرفق الأول في تنفيذ التزاماتها بخفض الانبعاثات سيزيد من دَيْنها المناخي تجاه البلدان الأطراف النامية وسيزيد من الحاجة إلى التكيف وما يقترن به من تكاليف.
