51. In order to avoid the considerable and time-consuming efforts and difficulties experienced in the preparation of the distribution plans under phases I to III, as well as the corresponding administrative and operational difficulties arising therefrom, there should be a single, ongoing distribution plan, kept under constant review and amended as necessary.
٥١ - ومن أجل تفادي الجهود الضخمة والتي تستغرق وقتا طويلا والصعوبات التي واجهت إعداد خطط التوزيع في المراحل من اﻷولى إلى الثالثة، وما نشأ عنها من صعوبات إدارية وتنفيذية، ينبغي أن تكون هناك خطة توزيع مستمرة وحيدة، يجري استعراضها وتعديلها بصفة مستمرة، حسب الاقتضاء.

37. The funding situation with regard to the programme in the centre and the south is further compounded by the failure of the Government of Iraq to adjust the budgetary allocations contained in the distribution plans to more realistically align with the oil revenues that are available during each phase.

90 - وفيما يتعلق ببرنامج التغذية المستهدف الذي يوفر العلاج للأطفال سيئي التغذية والنساء الحوامل والمرضعات بالمحافظات الوسطى والجنوبية فقد تمت الموافقة على سبعة طلبات لمواد تغذوية بلغت قيمتها 27.9 مليون دولار من بين اعتمادات بلغت 28.5 مليون دولار قُدمت ضمن خطط التوزيع للمراحل الرابعة والخامسة والسادسة منذ البدء في تنفيذ البرنامج.

92. The requirements listed in the distribution plans for phases I to III were based mainly on surveys conducted by UNICEF and its implementing partner, CARE Australia, at all 1,700 water and sanitation project sites throughout the 15 governorates in the centre and south of Iraq and Baghdad city.
٢٩ - وقد كانت الاشتراطات الوارد سردها في خطة التوزيع للمراحل من اﻷولى إلى الثالثة تستند أساسا إلى دراسات استقصائية أجرتها اليونيسيف والمؤسسة المنفذة الشريكة لها " كير استراليا " في جميع مواقع مشاريع المياه والمرافق الصحية البالغ عددها ٠٠٧ ١ موقع في مختلف أنحاء المحافظات الخمس عشرة في وسط وجنوب العراق وفي مدينة بغداد.

65. It is essential, however, that the Government of Iraq prepare the distribution plan with more realistic budgetary allocations and keep under constant review the funding levels and revise downward the allocations contained in the distribution plans, ensuring as well the availability of necessary funds to various sectors, particularly to priority sectors such as health, water and sanitation.
