وإجمالاً، أرى أنه مع مراعاة الظروف الوارد شرحها في البلاغ، لم تكن الشكوك التي عبر عنها صاحب البلاغ بشأن فعالية سبل التظلم المحلية لتعفيه من استنفاد تلك السبل.
