In paragraph 1, the General Assembly would commend to the attention of Governments the draft articles on the law of transboundary aquifers annexed to the resolution as guidance for bilateral or regional agreements and arrangements for the proper management of transboundary aquifers.

It was pointed out that the topic included the prevention and abatement of transboundary harmful effects related also to the use of international watercourses and that those issues were already largely covered by the draft articles on the law of the non-navigational uses of international watercourses.
