The Board was concerned that where the end-of-service and post-retirement liabilities were not supported by an approved funding plan, there was a risk that UNODC might not be in a financial position to fully meet its obligations with regard to end-of-service liabilities and post-retirement benefits as and when those liabilities become due.

The liabilities for the end-of-service and post-retirement benefits are determined on the basis of an actuarial valuation, which was undertaken by an independent, qualified actuarial firm, and values determined as of 31 December 2009.

8. The reserves and fund balances show a cumulative deficit of $11.3 million as at 31 December 2013 as the end-of-service and post-retirement benefits of $75.0 million recognized on the basis of actuarial valuation were not funded.
