٧ - تدعو الدول الحائزة لﻷسلحة النووية وسائر الدول إلى تقديم مساعداتها ﻹنشاء المنطقة وإلى الامتناع، في الوقت نفسه، عن أي عمل يتعارض مع هذا القرار نصا وروحا؛

8. Urges all States to render assistance in the establishment of the zone and at the same time to refrain from any action that would hinder efforts aiming at its establishment;
8 - ويحث جميع الدول على أن تساعد على إنشاء مثل هذه المنطقة وأن تمتنع في الوقت ذاته عن اتخاذ أي إجراء من شأنه أن يعيق الجهود الرامية إلى إنشائها؛

These meetings gave States of the region the opportunity to engage in constructive dialogue on the arrangements and outcome of the conference as well as on matters pertaining to the establishment of the zone.
