The Union of Myanmar strongly believes that the promulgation and application by Member States of laws and regulations, the extraterritorial effects of which affect the sovereignty of other States, the legitimate interest of entities or persons under their jurisdiction and the freedom of trade and navigation violate both the spirit and letter of the United Nations Charter and the universally adopted principles of international law.
واتحاد ميانمار يؤمن إيمانا قويا بأن إصدار الدول الأعضاء وتطبيقها قوانين وأنظمة تتجاوز آثارها حدودها الإقليمية وتمس بسيادة الدول الأخرى وبالمصالح المشروعة للكيانات أو الأشخاص الخاضعين لولاياتها وبحرية التجارة والملاحة، يشكل انتهاكا لروح ونص ميثاق الأمم المتحدة ومبادئ القانون الدولي المعتمدة عالميا.

وإذ يساورها القلق إزاء استمرار دول أعضاء في إصدار وتطبيق قوانين وأنظمة تمس بآثارها التي تتجاوز حدود تلك الدول سيادة دول أخرى والمصالح المشروعة لكيانات أو أشخاص خاضعين لولايتها القضائية وحرية التجارة والملاحة، مثل القانون المسمى " قانون هيلمز - بيرتون " الذي صدر في 12 آذار/مارس 1996،

To this end, Guyana has not enacted any legislation or adopted any policies or practices, the extraterritorial effects of which affect the sovereignty of other States.
ولهذا الغرض، لم تسن غيانا أي تشريعات ولم تعتمد أي سياسات أو ممارسات تتخطى آثارها حدود ولايتها الإقليمية لتمسّ سيادة الدول الأخرى.

2 - ويعتبر اتحاد ميانمار أن سن وتطبيق الدول الأعضاء لقوانين وأنظمة تتجاوز آثارها حدودها الإقليمية وتؤثر على سيادة الدول الأخرى وعلى المصالح المشروعة للكيانات والأشخاص الخاضعين لولايتها، وكذلك على حرية التجارة وحرية الملاحة، يشكل انتهاكا لمبادئ القانون الدولي المعتمدة على نطاق عالمي.

It should be underlined that, in November 1996, the Council of Ministers of the European Union adopted a regulation and a joint action to protect the interests of natural or legal persons resident in the European Union against the extraterritorial effects of the Helms-Burton legislation, which prohibits compliance with that legislation.
وتبعا لذلك، فهي تشجع على ممارسة كل دولة لحقها في انتهاج السياسة الداخلية التي تريدها لنفسها، وترى ضرورة وقف أي إجراءات تهدد رفاه السكان وتنميتهم الاقتصادية والتجارية.
