18. In informal consultations on 21 April, the Council heard a briefing from Ambassador Yuli Vorontsov, the Secretary-General's High-Level Coordinator, on the fifteenth report of the Secretary-General (S/2004/301), in accordance with paragraph 14 of Security Council resolution 1284 (1999).

The Committee considered three written reports of the Monitoring Team during informal consultations: the fifteenth report (on 27 January and 11 February), the sixteenth report (on 9 October) and the report submitted pursuant to paragraph 22 of resolution 2170 (2014) on the Islamic State in Iraq and the Levant and the Al-Nusrah Front for the People of the Levant (on 11 November).

65. Addendum 1 to the fifteenth report (A/CN.4/624/Add.1), which supplemented the study of the effects of reservations, concerned the effects of invalid reservations - in other words, reservations that did not meet the conditions relating to form and substance set out in articles 19 and 23 of the Vienna Conventions and clarified in Parts 2 and 3 of the Guide to Practice.

On 29 March, the Council was briefed by the United Nations Special Coordinator for Lebanon, Michael Williams, on the fifteenth report of the SecretaryGeneral on the implementation of resolution 1701 (2006) (S/2011/91) and by Wolfgang Weisbrod-Weber, Director of the Asia and Middle East Division of the Department of Peacekeeping Operations, on the work of the United Nations Interim Force in Lebanon (UNIFIL).
