By the same decision, the COP requested the SCF to further amend the guidelines for the review of the financial mechanism and to provide draft updated guidelines for consideration and adoption by COP 19, with a view to finalizing the fifth review of the financial mechanism for consideration by COP 20.
وبموجب المقرر ذاته، طلب مؤتمر الأطراف إلى اللجنة أن تمضي في تعديل المبادئ التوجيهية لاستعراض الآلية المالية وتقدّم مشروع مبادئ توجيهية محدّثة لكي ينظر فيها مؤتمر الأطراف ويعتمدها في دورته التاسعة عشرة، بهدف استكمال الاستعراض الخامس للآلية المالية لكي ينظر فيه مؤتمر الأطراف في دورته العشرين.

1. In accordance with Article 11, paragraph 4, of the Convention, the objectives of the fifth review of the financial mechanism will be as follows:
1- وفقاً للفقرة 4 من المادة 11 من الاتفاقية، تكون أهداف الاستعراض الخامس للآلية المالية على النحو التالي:

85. Action: The COP will be invited to consider the expert input provided by the Standing Committee on Finance and adopt a decision concluding the fifth review of the financial mechanism.
٨٥- الإجراء: سيدعى مؤتمر الأطراف إلى النظر في مساهمة الخبراء التي قدمتها اللجنة الدائمة المعنية بالتمويل واعتماد مقرر ينهي بموجبه الاستعراض الخامس للآلية المالية.

The Committee also agreed to prepare a technical paper on the fifth review of the financial mechanism based on an agreed outline and to hold the second forum of the SCF in conjunction with the Climate Investment Funds Partnership Forum in Montego Bay, Jamaica, and further agreed on a provisional programme for the forum.
ووافقت اللجنة أيضاً على أن تعد ورقة تقنية بشأن الاستعراض الخامس للآلية المالية بالاستناد إلى مخطط متفق عليه، وأن تعقد منتداها الثاني بالاقتران مع منتدى شراكة صناديق الاستثمار المناخي في مونتيغو باي، بجامايكا، كما وافقت على برنامج مؤقت للمنتدى.

22. By decision 8/CP.18, the COP initiated the fifth review of the financial mechanism of the Convention.
22- بموجب المقرر 8/م أ-18()، استهل مؤتمر الأطراف الاستعراض الخامس للآلية المالية للاتفاقية.

Decides to initiate the fifth review of the financial mechanism, in accordance with the criteria contained in the guidelines annexed to decisions 3/CP.4 and 6/CP.13 and further guidelines that may be developed;
1- يقرر بدء الاستعراض الخامس للآلية المالية وفقاً للمعايير الواردة في المبادئ التوجيهية المرفقة بالمقرر 3/م أ-4 والمقرر 6/م أ-13، والمبادئ التوجيهية التي قد تُوضع لاحقاً؛

(b) Stands ready to support the conduct of the fifth review of the financial mechanism of the Convention.

28. Members agreed that the SCF stands ready to support the conduct of the fifth review of the financial mechanism, should COP 19 provide the SCF with a specific mandate in that regard.
28- واتفق الأعضاء على أن تكون اللجنة الدائمة على استعداد لدعم إجراء الاستعراض الخامس للآلية المالية في حال كلّف مؤتمر الأطراف التاسع عشر اللجنة بولاية محددة في هذا السياق.

The objectives of the meeting were to finalize the work programme of the committee and to prepare recommendations for COP 18 relating to the draft guidance for the operating entities and input to the fifth review of the financial mechanism.
وكان الهدف من الاجتماع هو وضع الصيغة النهائية لبرنامج عمل اللجنة وإعداد توصيات لعرضها على مؤتمر الأطراف في دورته الثامنة عشرة بشأن مشروع التوجيهات الخاصة بالكيانات التشغيلية ومُدخلات الاستعراض الخامس للآلية المالية.

123. SBI took note of the work being carried out by the Standing Committee on Finance pertaining to the fifth review of the financial mechanism.
123- أحاطت الهيئة الفرعية علماً بالأعمال التي نفذتها اللجنة الدائمة المعنية بالتمويل بخصوص الاستعراض الخامس للآلية المالية()

Also requests the Standing Committee to provide periodic updates on the status of its work relating to the fifth review of the financial mechanism to the Subsidiary Body for Implementation for its consideration, beginning at its thirty-eighth session, with the aim of ensuring an inclusive and transparent process;
3- يطلب أيضاً إلى اللجنة الدائمة أن تقدم إلى الهيئة الفرعية للتنفيذ معلومات محدَّثة دورياً عن الوضع الراهن لعمل اللجنة المتعلق بالاستعراض الخامس للآلية المالية لتنظر الهيئة في تلك المعلومات ابتداءً من دورتها الثامنة والثلاثين، بهدف كفالة عملية شاملة وشفافة؛

27. As mandated by COP 18, the SCF will provide a periodic update on the status of its work relating to the fifth review of the financial mechanism to SBI 39.
27- وستقدم اللجنة الدائمة كما كلّفها بذلك مؤتمر الأطراف الثامن عشر() معلومات محدّثة دورياً عن وضع عملها المتعلق بالاستعراض الخامس للآلية المالية إلى الدورة التاسعة والثلاثين للهيئة الفرعية للتنفيذ.

24. As requested by decision 8/CP.19, the SCF also provided an update on the status of its work to the Subsidiary Body for Implementation (SBI) at its fortieth session and held a side event to update Parties and all relevant stakeholders on its work related to the fifth review of the financial mechanism.
24- وعلى النحو المطلوب في المقرر 8/م أ-19()، قدمت اللجنة الدائمة أيضاً معلومات محدثة عن حالة أعمالها إلى الهيئة الفرعية للتنفيذ في دورتها الأربعين ونظمت حدثاً جانبياً لإطلاع الأطراف وجميع أصحاب المصلحة المعنيين على مستجدات عملها المتعلق بالاستعراض الخامس للآلية المالية().

83. COP 18, by decision 8/CP.18, requested the Standing Committee on Finance to provide periodic updates on the status of its work relating to the fifth review of the financial mechanism to the SBI for its consideration, beginning at SBI 38.
