وإذ يساورها القلق لأن التقدّم الذي أحرز في المنطقة الفرعية في ميادين السلامة والأمن والاستقرار قد يقوّضه تدفّق المخدرات غير المشروعة الآتية من مناطق فرعية أخرى، والعائدات المتأتّية من تجارة المخدرات غير المشروعة، الذي تحفزه في الغالب أنشطة الجماعات الإجرامية المنظّمة،

As it is also a proven fact that the fight against the traffic in drugs is more effective and less costly along the Afghan borders, the international community should support the efforts made by Afghanistan's neighbouring States along trafficking routes to curb the flow of illicit drugs.
ونظرا لأن من الحقائق المثبتة أيضا أن مكافحة الاتجار بالمخدرات أكثر فعالية وأقل تكلفة على طول الحدود الأفغانية، ينبغي للمجتمع الدولي أن يدعم الجهود التي تبذلها الدول المجاورة لأفغانستان على طول طرق التهريب لوقف تدفق المخدرات غير المشروعة.

Since the fight against drug trafficking is more effective and less costly along Afghan borders, the international community should support the efforts by the States neighbouring Afghanistan and those along the trafficking routes to curb the flow of illicit drugs.
وبما أن مكافحة المخدرات تكون أكثر فعالية وأقل كلفة على طول الحدود الأفغانية، ينبغي للمجتمع الدولي أن يدعم جهود الدول المجاورة لأفغانستان والدول الواقعة على الطرق المستخدمة في التهريب لكبح تدفق المخدرات غير المشروعة.

٦٦ - ما زالت أهداف واهتمامات اليوندسيب في المنطقة ذات شقين هما : معالجة زراعة خشخاش اﻷفيون غير المشروعة على نطاق واسع في أفغانستان؛ وتقوية القدرات على مكافحة المخدرات في البلدان المحيطة بأفغانستان، لمنع تدفق المخدرات غير المشروعة من أفغانستان عبر تلك الدول.

Given the constraints to mounting programmes to address the illicit production of opiates head-on in Afghanistan, UNDCP developed a programme of assistance to support countries bordering Afghanistan, in order to contain the flow of illicit drugs from that country.
وبالنظر الى المعوقات التي تقيد القيام بالبرامج الرامية الى التصدي لانتاج اﻷفيونيات غير المشروع في أفغانستان ، أعد اليوندسيب برنامج مساعدة لدعم البلدان التي لها حدود مع أفغانستان ، بغية احتواء تدفق المخدرات غير المشروعة من ذلك البلد .

٦٤ - وفي عام ٨٩٩١ أيضا ، باشر اليوندسيب استراتيجية لاحتواء تدفق المخدرات غير المشروعة من ميانمار ، وذلك بتوجيه انتباه مخصوص الى طرق التهريب والاتجار الصادرة أصلا من ذلك البلد .

It was noted that seizure data continued to reflect known production trends accurately, and were a key diagnostic tool in assessing the flow of illicit drugs and the potential threat to transit countries.
٨٨ - ولوحظ أن بيانات المضبوطات لا تزال تجسد ، على نحو دقيق ، اتجاهات الانتاج المعروفة ، وأنها تمثل أداة تشخيصية محورية في تقدير حجم تدفق المخدرات غير المشروعة وما تمثله من خطر كامن على بلدان العبور .

In its resolution 52/2, the Commission requested the international community, in particular countries of destination, to provide, based on the principle of shared responsibility, urgent and sufficient technical assistance and support to the most affected transit States, in order to promote the capacities of such States to counter the flow of illicit drugs.
2- وطلبت لجنة المخدرات في قرارها 52/2 إلى المجتمع الدولي، وبخاصة بلدان المقصد، القيام، استنادا إلى مبدأ المسؤولية المشتركة، بتقديم المساعدة والدعم التقنيين العاجلين والكافيين إلى أكثر دول العبور تضررا، بغية تعزيز قدرات تلك الدول على مكافحة تدفق المخدرات غير المشروعة.

In the Balkans, weakened judiciary and law enforcement agencies were facing strong pressure from criminal groups seeking to exploit the post-conflict situation by re-establishing drug trafficking routes, thereby maintaining the flow of illicit drugs from source countries in south-west Asia to markets in western Europe.
٠٥ - وفي بلدان البلطيق ، التي تضعضعت أجهزتها القضائية والمعنية بانفاذ القوانين ، واجهت تلك اﻷجهزة ضغطا شديدا من الجماعات الاجرامية الساعية الى استغلال أوضاع ما بعد الصراعات لاعادة انشاء دروب المتاجرة بالمخدرات ، والحفاظ بذلك على تدفق المخدرات غير المشروعة من بلدان المصدر في جنوب غرب آسيا الى اﻷسواق في أوروبا الغربية .

Following a high-level mission, UNDCP is developing a programme framework for technical cooperation among ASEAN member States through a regional initiative to counter the flow of illicit drugs and to address critical drug problems, particularly the illicit manufacture, trafficking and abuse of amphetamine-type stimulants.

UNDCP was commended for initiating regional programmes, involving States members of ECO, to counter the illicit traffic in opium and heroin from Afghanistan, and for initiatives undertaken during 1998 to field a high-level mission to the Islamic Republic of Iran, involving a recognition of the large investment made to counter the flow of illicit drugs, mainly from Afghanistan.
٠٦ - وأثني على اليوندسيب لشروعه في برامج اقليمية تشترك فيها الدول اﻷعضاء في منظمة التعاون الاقتصادي ومصممة لمكافحة الاتجار غير المشروع باﻷفيون والهيروين من أفغانستان . وأثني عليه أيضا للمبادرات التي اتخذها خلال عام ٨٩٩١ لايفاد بعثة رفيعة المستوى الى جمهورية ايران الاسلامية التي قدرت الاستثمار الكبير في مكافحة تدفق المخدرات غير المشروعة ، وبصورة رئيسية من أفغانستان .

In its resolution 52/2, the Commission requested the international community to provide technical and financial assistance to counter the flow of illicit drugs.
وطلبت اللجنة من المجتمع الدولي، في قرارها 52/2، تقديم المساعدة التقنية والمالية من أجل مواجهة تدفّق المخدرات غير المشروعة.
