Ladies and gentlemen, and children from across the world, I welcome you all to this High-level Commemorative Plenary Meeting of the General Assembly on the follow-up to the special session on children.

64. As the follow-up to the special session reaches the review stage, UNICEF will assist national agencies and regional intergovernmental bodies, as necessary, in reviewing the status of children and the actions agreed to be taken in the context of NPAs and other planning frameworks.

9.85 Since the 10 commitments adopted by the Social Summit will serve as the framework for review and appraisal and for identification of additional initiatives by the special session, it is anticipated that the scope of activities on the follow-up to the special session will be expanded beyond the three core issues originally addressed by the Summit.

Many countries have been using multiple mechanisms in the follow-up to the special session.

2. The present report is an update of progress made in the follow-up to the special session.

13. Regions have pursued the follow-up to the special session on children at different speeds and have shown different preferences with regard to the best way to proceed.

In the United Nations system, the follow-up to the special session was being handled by the United Nations Development Group and by the United Nations System Chief Executives Board for Coordination (CEB).

The progress since made in reducing illicit drug supply and demand was most encouraging as was the agreement among Member States on guidelines for reporting on the implementation of the Global Programme of Action and on the follow-up to the special session.
وذكر أن التقدم الذي أُحرز منذ ذلك الوقت في تخفيض العرض والطلب بالنسبة للمخدرات غير المشروعة هو أمر يدعو إلى أشد التفاؤل ومثله الاتفاق الذي تم التوصل إليه بين الدول اﻷعضاء بشأن المبادئ التوجيهية لتقديم التقارير عن تنفيذ برنامج العمل العالمي وعن متابعة الدورة الاستثنائية.

As UNDCP strengthened its role as the focal point for the follow-up to the special session, its operational capacity should be enhanced to enable it to fulfil its new mandates.
وذكر أنه نظرا لتدعيم اليوندسيب دوره كبؤرة تنسيق ﻷعمال متابعة الدورة الاستثنائية ، ينبغي تعزيز قدرته التنفيذية لتمكينه من أداء مهامه الجديدة .

Ms. Adjalova (Azerbaijan), noting that the Secretary-General's report (A/60/207) had acknowledged the progress made by Central and Eastern Europe and the Commonwealth of Independent States in the follow-up to the special session on children, said that her country had been actively involved in regional discussions on children's rights.
