Referring back to where things stood in 2002, she observed that there seemed to be two key differences and that those differences were best reflected in the text of draft article 18 proposed by the former coordinator and the text by the Organization of the Islamic Conference, found in the 2002 report of the Ad Hoc Committee (A/57/37).

The basic texts of reference in the consultations were: first, the two texts relating to article 18, one circulated by the former coordinator and the other proposed by member States of the Organization of the Islamic Conference (OIC), contained in annex IV to the 2002 report of the Ad Hoc Committee;a and, second, the informal text of article 2 bis prepared by the former coordinator, which is contained in annex II to the same report.
