3. the Government of the Republic of Bulgaria approves of and accepts the basic concept underlying the draft articles, namely the distinction which is made regarding the activity of the State and based on the criteria acta jure imperii and acta jure gestionis.
٣ - وتوافق حكومة جمهورية بلغاريا على المفهوم اﻷساسي الذي تستند إليه مشاريع المــواد وتقبله، ألا وهو التفرقة المتعلقة بنشاط الدولة والمستندة إلى معياري اﻷعمال السيادية واﻷعمال اﻹدارية.

1. the Government of the Republic of Bulgaria supports the proposal for the establishment of an international criminal tribunal with jurisdiction over the most serious violations of international humanitarian law and shares the view of the Working Group that the creation of such a court is feasible in practice.
١ - تؤيد حكومة جمهورية بلغاريا الاقتراح الخاص بإنشاء محكمة جنائية دولية تختص بالنظر في أخطر انتهاكات القانون اﻹنساني الدولي، وتوافق على ما ارتآه الفريق العامل من أن إنشاء هذه المحكمة أمر ممكن عمليا.

At the same time, the Government of the Republic of Bulgaria would like once again to draw the attention of the Security Council to the fact that the implementation of the trade and economic sanctions introduced by the above-mentioned resolutions has resulted in considerable direct losses to the Bulgarian economy.
وفي الوقت نفسه، تود حكومة جمهورية بلغاريا مرة أخرى أن تسترعي انتباه مجلس اﻷمن الى أن تنفيذ الجزاءات التجارية والاقتصادية الواردة في القرارات المذكورة أعلاه قد ألحقت خسائر مباشرة كبيرة بالاقتصاد البلغاري.

At the same time the Government of the Republic of Bulgaria would like once again to draw the attention of the Security Council to the fact that the strict implementation of the trade and economic sanctions introduced by the above-mentioned resolutions is incurring great losses to the national economy of Bulgaria.

In order to avoid this region becoming the source of a broader and far more devastating conflict, which would impact on the whole European continent, the Government of the Republic of Bulgaria would like to submit to the attention of the international community three sets of tasks which require urgent consideration and immediate action:
وبغية تجنب أن تصبح هذه المنطقة مصدرا لنزاع أوسع نطاقا وأكثر تدميرا الى حد بعيد، مما قد يشمل أثره القارة اﻷوروبية بأسرها، تود حكومة جمهورية بلغاريا أن تعرض على المجتمع الدولي ثلاث مجموعات من المهام التي يتعين النظر فيها واتخاذ اجراءات بشأنها على أساس الاستعجال:

21. In order to realize the concept of a peaceful, stable and secure South-Central European region as a part of the whole European continent, the Government of the Republic of Bulgaria would like to put forward the following suggestions:
٢١ - تود حكومة جمهورية بلغاريا أن تتقدم بالاقتراحات التالية من أجل تجسيد مفهوم منطقة جنوب وسط أوروبا التي يسودها السلم والاستقرار واﻷمن بوصفها جزءا من القارة اﻷوروبية بأسرها:
