It noted that the study of the highest-paid national civil service had been planned for a number of years.

وسيستمر اجراء دراسات بشأن بدلات الاقامة اليومية وبشأن تحديد الخدمة المدنية الوطنية اﻷعلى أجرا.

In this connection it was recalled that the methodology established by ICSC for the identification of the highest-paid national civil service had been endorsed by the General Assembly.
وفي هذا الصدد، أشير إلى أن الجمعية العامة أيدت المنهجية التي وضعتها لجنة الخدمة المدنية الدولية لتحديد الخدمة المدنية الوطنية اﻷعلى أجرا.

The Assembly also took note of the Commission's decision to proceed to a phase II study of the national civil services of Germany and Switzerland in the context of determining the highest-paid national civil service.
وأحاطت الجمعية العامة علما أيضا بما قررته اللجنة بأن تشرع في اجراء دراسة، تمثل المرحلة الثانية، للخدمتين المدنيتين الوطنيتين في ألمانيا وسويسرا، وذلك في سياق تحديد الخدمة المدنية الوطنية اﻷعلى أجرا.

172. The Commission decided to report to the General Assembly that, with regard to the study of the highest-paid national civil service, it had concluded the following:
١٧٢ - قررت اللجنة أن تبلغ الجمعية العامة أنها خلصت إلى ما يلي فيما يتعلق بدراسة الخدمة المدنية الوطنية اﻷعلى أجرا:

89. The General Assembly had asked for a report on phase I of the study of the highest-paid national civil service in 1994.
٨٩ - وأضاف أن الجمعية العامة طلبت تقديم تقرير عن المرحلة اﻷولى من الدراسة المتعلقة بالخدمة المدنية الوطنية اﻷعلى أجرا في عام ١٩٩٤.

43. The Commission reviewed in detail the information provided on the specific areas of difference with the German authorities in the application of the approved methodology for the identification of the highest-paid national civil service (see para. 36 above).
٤٣ - استعرضت اللجنة بالتفصيل المعلومات المقدمة بشأن مجالات الاختلاف المحددة مع السلطات اﻷلمانية حول تطبيق المنهجية الموافق عليها بغية تحديد الخدمة المدنية الوطنية اﻷعلى أجرا )انظر الفقرة ٣٦ أعلاه(.

67. CCAQ believed that the application of the Noblemaire principle had to be revised to take into account not only the highest-paid national civil service but also, in some measure, the private sector in the country of the highest-paid civil service and the remuneration levels of the other international organizations, which were the common system's competitors.
٦٧ - وترى اللجنة الاستشارية المعنية بالمسائل اﻹدارية أن تطبيق مبدأ نوبلمير يجب أن ينقح لا ليضع في الاعتبار الخدمة المدنية الوطنية اﻷعلى أجرا فحسب، وإنما ليضع في الاعتبار كذلك، بقدر ما، القطاع الخاص في بلد الخدمة المدنية اﻷعلى أجرا ومستويات أجور سائر المنظمات الدولية التي تنافس النظام الموحد.

(b) Work on the highest-paid national civil service should proceed as soon as possible so that phase II of the study would be completed by July 1994.
)ب( أنه ينبغي للعمل المتعلق بتحديد الخدمة المدنية الوطنية اﻷعلى أجرا أن يمضي في أقرب وقت ممكن حتى تنجز المرحلة الثانية من الدراسة بحلول تموز/يوليه ١٩٩٤.

(c) The study of the highest-paid national civil service should receive the highest priority under the item, with work on phase I to proceed immediately for review at the spring session in 1994.
)ج( أن تولى دراسة الخدمة المدنية الوطنية اﻷعلى أجرا اﻷولوية العليا تحت هذا البند على أن يبدأ العمل على الفور في المرحلة اﻷولى بحيث تُستعرض في الدورة الربيعية في عام ١٩٩٤.

If so, were United Nations system salaries still competitive, and by comparison with which employer or employers? If not, what should be done to rectify the situation? Some members stated that under the Noblemaire principle, conditions of service should be such as to attract nationals from the highest-paid national civil service.
فالمسائل اﻷساسية التي كانت تحتاج إلى علاج هي: هل تم الاتفاق عموما على أن الفرضية التي يقوم عليها مبدأ نوبلمير هي ضمان القدرة التنافسية للمرتبات التي تدفعها اﻷمم المتحدة؟ وإذا كانت اﻹجابة بالنفي، فما الذي ينبغي عمله لتصحيح الوضع؟ وذكر بعض اﻷعضاء أن شروط الخدمة، وفقا لمبدأ نوبلمير، ينبغي أن تجذب مواطنين من نظم الخدمة المدنية الوطنية اﻷعلى أجرا.

Disappointment had been expressed over the Commission's failure to complete the studies aimed at identifying the highest-paid national civil service.
٢٦ - وكان ثمة شعور بخيبة اﻷمل إزاء عدم إكمال اللجنة للدراسات الرامية إلى تحديد الخدمة المدنية اﻷعلى أجرا.
