After five years of legal residence, EU citizens are entitled to social assistance in the same way as nationals of the host Member State.

" An expulsion measure shall not be the automatic consequence of a Union citizen's or his or her family member's recourse to the social assistance system of the host Member State. "

" 2. the host Member State may not take an expulsion decision against Union citizens or their family members, irrespective of nationality, who have the right of permanent residence on its territory, except on serious grounds of public policy or public security.
" 2 - لا يجوز للدولة العضو المضيفة أن تتخذ قرارا بطرد مواطني الاتحاد أو أفراد أسرهم، بغض النظر عن جنسيتهم، ممن لهم حق الإقامة الدائمة في إقليمها، إلا بناء على مسوغات خطيرة تتعلق بالنظام العام أو الأمن العام.

36. As regards the memorandum of agreement between the host Member State and the United Nations regarding the use of premises by the United Nations Logistics Base at Brindisi, on military installations in the host country, the Board noted that the following services and supplies by the Member State, under this rent-free agreement, could be regarded as being voluntary contributions in kind, as follows:
36 - وفيما يخص مذكرة التفاهم التي وقِّعت بين الدولة العضو المضيفة والأمم المتحدة فيما يتعلق باستخدام قاعدة الأمم المتحدة للنقل والإمداد في برينديزي، وفيما يتعلق بالمنشآت العسكرية في البلد المضيف، لاحظ المجلس أن الخدمات والإمدادات التالية التي قدمتها الدولة العضو، بموجب هذا الاتفاق الذي لا ينص على دفع إيجار، يمكن اعتبارها تبرعات عينية؛ وذلك على النحو التالي:

" 1. Before taking an expulsion decision on grounds of public policy or public security, the host Member State shall take account of considerations such as how long the individual concerned has resided on its territory, his/her age, state of health, family and economic situation, social and cultural integration into the host Member State and the extent of his/her links with the country of origin. "
' ' 1 - قبل اتخاذ قرار بالطرد استنادا إلى مسوغات النظام العام أو الأمن العام، يلزم الدولة العضو المضيفة أن تراعي اعتبارات مثل طول فترة إقامة الشخص المعني في إقليمها، وسنه وحالته الصحية وحالته الأسرية والاقتصادية، ومستوى اندماجه الاجتماعي والثقافي في الدولة العضو المضيفة ومدى عمق روابطه بالبلد الأصلي.``

" 1. Before taking an expulsion decision on grounds of public policy or public security, the host Member State shall take account of considerations such as how long the individual concerned has resided on its territory, his/her age, state of health, family and economic situation, social and cultural integration into the host Member State and the extent of his/her links with the country of origin. ... " [Emphasis added.]
" 1 - قبل اتخاذ قرار بالطرد استنادا إلى مسوغات النظام العام أو الأمن العام، يلزم الدولة العضو المضيفة أن تراعي اعتبارات مثل طول فترة إقامة الشخص المعني في إقليمها، وسنه وحالته الصحية وحالته الأسرية والاقتصادية، ومستوى اندماجه الاجتماعي والثقافي في الدولة العضو المضيفة ومدى عمق روابطه بالبلد الأصلي... In the case of workers and their family members, however, these benefits could be considered as social advantages and therefore the principle of equal treatment in the host Member State would apply.
ولكن في حالة العاملين وأفراد أسرهم، يجوز اعتبار هذه الاستحقاقات كمزايا اجتماعية فيُطبَّق بالتالي مبدأ المساواة في المعاملة في الدولة العضو المستضيفة.

154. In this context, all workers exercising their right to free movement, including persons with disabilities shall enjoy in the host Member State the same treatment as national workers and national persons with disabilities.
154- وفي هذا السياق، على جميع العاملين الممارسين لحقهم في حرية التنقل، بمن فيهم الأشخاص ذوو الإعاقة، أن يَلقوا في الدولة العضو المستضيفة المعاملة نفسها التي يحظى بها أهل البلد من العاملين وذوي الإعاقة.
