3. The High Contracting Parties in a position to do so may [shall] facilitate exchange of equipment, material, and scientific and technological information that will lessen the humanitarian impact of cluster munitions [and will increase the reliability of regulated cluster munitions].

The European Union is deeply concerned about the humanitarian impact of cluster munitions.

(i) the High Contracting Parties shall review periodically the Technical Annex and consider whether any amendments to it should be made, in order to further minimise the humanitarian impact of cluster munitions;

The agreement to a discussion mandate on cluster munitions and the establishment of the Group of Governmental Experts was a first step towards negotiating a new instrument aimed at addressing the humanitarian impact of cluster munitions.

10. The States Parties acknowledge that, in order to reduce the humanitarian impact of cluster munitions, return affected land to communities for productive use and implement efficiently their obligations under Article 4 of the Convention, all available and efficient measures to identify and remove the contamination of cluster munition remnants should be employed.
10- تقرّ الدول الأطراف بأن تقليصَ التأثير الإنساني للذخائر العنقودية وإعادة الأراضي المتأثرة إلى المجتمعات المحلية، ليتسنى استخدامها استخداماً مُنتجاً، وتنفيذ التزامات الدول بموجب المادة 4 من الاتفاقية تنفيذاً يتسم بالكفاءة، أمور تتطلب استخدام جميع التدابير المتاحة والمتسمة بالكفاءة لتحديد التلوث الناجم عن مخلفات الذخائر العنقودية وإزالته.

The High Contracting Parties in a position to do so are encouraged, through bilateral or multilateral mechanisms established between them, to facilitate the exchange of equipment, material, and scientific and technological information that will lessen the humanitarian impact of cluster munitions.

The President said that the main objective of the Conference -- to enable the High Contracting Parties to explore ways of addressing the humanitarian impact of cluster munitions -- had been met.

6. Mr. BRABANT (Handicap International) drew the delegations' attention to a preliminary report prepared by his organization which analysed the humanitarian impact of cluster munitions throughout the world. Distribution of the report had begun the previous week in 10 cities, as well as in the Palais des Nations, and would continue in the coming months.

D. Eliminating the humanitarian impact of cluster munitions
