Coincidentally, the ICAO Council is in session today in Montreal, Canada, and, although our representatives there will present Cuba's position, I should like to share with the General Assembly some relevant points.

The Cuban delegation, headed by Mr. Ricardo Alarcón, Speaker of the Cuban Parliament, considered that a meeting of such nature would not fulfil any useful purpose and should not take place, particularly when the report will be distributed today to members of the ICAO Council.

أما اﻵن فإن مرور الوقت وسلوك سلطات الولايات المتحدة مستقبلا سيبينان مقدار النوايا الحسنة والاتساق والجدية في هذا التدبير، فيما يتعلق بالوفاء بالتزاماتها القانونية الدولية، أو مقدار المناورة السياسية قبل أسابيع قليلة من اجتماع مجلس اﻹيكاو للنظر في هذا الموضوع.

In addition, on 30 May 1997 the ICAO Council approved six recommendations, including one on participation measures, which, albeit non-preferential in nature, addresses the interest of developing countries in achieving greater presence in the market through flexible approaches to market access.
