وإذ تدرك أن بعض الخطوات التي اتخذها الاتحاد الروسي والولايات المتحدة الأمريكية في اتجاه تخفيض أسلحتهما النووية وتحسين المناخ الدولي يمكن أن تسهم في تحقيق هدف الإزالة التامة للأسلحة النووية،

Conscious that limited steps relating to detargeting have been taken by the nuclear-weapon States to address this concern and that further steps are necessary to contribute to the improvement in the international climate for negotiations leading to the elimination of nuclear weapons,
وإدراكا منها بأن الدول الحائزة لﻷسلحة النووية اتخذت خطوات محدودة لتعطيل قائمة اﻷهداف من أجل تبديد القلق، وأنه يلزم اتخاذ خطوات أخرى لﻹسهام في تهيئة المناخ الدولي لمفاوضات تؤدي إلى القضاء على اﻷسلحة النووية،
