The Executive Director believes that the introduction of the indicative scale of contributions will result not only in broadening the base of contributions and in enhancing the predictability of financing of the Environment Fund, but also in increasing contributions to a level sufficient to fund the proposed 2004-2005 programme of work and support budget.
23 - ويعتقد المدير التنفيذي بأن استحداث المقياس الإرشادي للمساهمات سيؤدي ليس إلى توسيع قاعدة المساهمات ولتعزيز انتظام تمويل صندوق البيئة فحسب بل سيزيد المساهمات إلى مستوى كاف لتمويل برنامج العمل المقترح وميزانية الدعم المقترحة لفترة السنتين 2004 - 2005.

They express concern regarding the risk of bringing voluntary contributions to the lowest common denominator and note that a danger of the indicative scale is that it gives donors above the scale a pretext for decreasing their contributions.
وأعربوا عن قلقهم من أن يؤدي هذا النهج إلى خفض التبرعات إلى حدود القاسم المشترك الأدنى، وأن خطورة الجدول الإرشادي تكمن في إعطاء المانحين الذين يقدمون تبرعات تتجاوز الحد الأقصى للجدول الإرشادي حجة لتخفيض تبرعاتهم.

To implement the above, it was envisaged in paragraph 19 of the recommendations that the Executive Director of UNEP would notify all Member States, in a timely manner, of the indicative scale of contributions being proposed for the biennial budget.
14 - ولتنفيذ ما تقدم، من المتوخى في الفقرة 19 من التوصية، أن يقوم المدير التنفيذي لبرنامج الأمم المتحدة للبيئة بإخطار جميع الدول الأعضاء، في وقت مناسب، بالمقياس الإرشادي للمساهمات الذي يزمع اقتراحه لميزانية فترة السنتين.
