" States may consider the possibility of transferring to another State criminal proceedings for the purpose of prosecuting United Nations officials and civilian experts in peacekeeping missions where the interests of justice so require.

" States are encouraged to consider the possibility of transferring to another State criminal proceedings for the purpose of prosecuting a United Nations official or expert on mission where the interests of justice so require.
