Ms. Sereno (Uruguay) said that her delegation, as in past years, had voted for draft resolution A/C.4/58/L.19/Rev.1 on the Israeli settlements, because it agreed with its main thrust: the Israeli settlements in the occupied territories were illegal and placed serious obstacles in the way of peace.
72 - السيدة سيرينو (أوروغواي): قالت إن وفدها قد صوت، كما فعل في السنوات السابقة، مؤيدا مشروع القرار A/C.4/58/L.19/Rev.1 بشأن المستوطنات الإسرائيلية، لأنه يوافق على توجهه الرئيسي المتمثل في كون المستوطنات الإسرائيلية في الأراضي المحتلة غير شرعية وتمثل عقبات كأداء تحول دون الوصول إلى السلام.

It affirms in this connection that the Israeli settlements in the occupied territories are not legitimate in international law and that their continued presence constitutes an obstacle in the way of the peace process that undermines confidence and prevents the attainment of an atmosphere favourable to the achievement of a comprehensive settlement of the question of Palestine and the Arab-Israeli conflict.
مؤكدا في هذا الصدد أن المستوطنات الاسرائيلية في اﻷراضي المحتلة غير شرعية وفق القانون الدولي وأن استمرار بقائها يشكل عائقا في طريق السلام من شأنه زعزعة الثقة وعدم توفير المناخ الملائم لتحقيق تسوية شاملة للقضية الفلسطينية والنزاع العربي الاسرائيلي.

CERD, in concluding observations adopted in August 1994, also condemned the Israeli settlements in the occupied territories as being illegal under international law and posing obstacles to peace and to the enjoyment of human rights by the whole population in the region.
وأدانت لجنة القضاء على التمييز العنصري في ملاحظاتها الختامية التي اعتمدتها في آب/أغسطس ٤٩٩١، اقامة المستوطنات الاسرائيلية في اﻷراضي المحتلة بوصفها غير مشروع بموجب القانون الدولي وتضع عقبات أمام السلم وتحول دون تمتع سكان المنطقة برمتهم بحقوق الانسان.

The Committee regards the Israeli settlements in the occupied territories as not only illegal under international law but also as obstacles to peace and to the enjoyment of human rights by the whole population in the region, without distinction as to national or ethnic origin, in accordance with the Convention.
٨٧ - واللجنة لا تعتبر أن المستوطنات الاسرائيلية في اﻷراضي المحتلة غير قانونية فحسب بموجب القانون الدولي، بل تعتبرها أيضا عقبات تعترض سبيل السلم وتمتع جميع السكان في المنطقة بحقوق اﻹنسان دون تمييز من حيث اﻷصل القومي أو اﻹثني، وفقا للاتفاقية.
