4.4 The State party submits that according to article 1 of the Optional Protocol, the Committee can receive and examine communications only with regard to persons who are subject to the jurisdiction of a State party to the Covenant and the Protocol and who maintain that they have been the victim of a violation of the rights, as recognized by the Covenant, by that State party.

2.
