As noted above, one of the main purposes of the Special Rapporteur's September 1997 mission to the Sudan was to have a series of consultations with representatives of all signatory parties and their experts regarding the human rights dimensions of the Khartoum Agreement and its effects on the situation of human rights in general in the Sudan.

Thus, one of the special objectives of the visit was to discuss with government officials and other interested parties the human rights dimensions and implications of the peace agreement between the Government and representatives of several southern political organizations and rebel groups on 21 April 1997 (known as the Khartoum Agreement).
