52. A number of areas have been identified requiring investments in the land-locked States themselves to enable them to make more effective use of transit links, actual or potential.

Specific action to deal with the particular needs and problems of land-locked developing countries - I refer in particular to assistance for the land-locked States of central Asia - is an important matter that requires discussion during this session of the General Assembly.
إن اتخاذ اجراءات محددة لمعالجة الحاجات والمشاكل الخاصة للبلدان النامية غير الساحلية - وأشير بوجه خاص الى تقديم المساعدة الى الدول غير الساحلية في آسيا الوسطى - يعد أمرا هاما تلزم مناقشته خلال الدورة الحالية للجمعية العامة.

In particular, this delegation welcomes with great satisfaction the adoption by consensus of draft resolution VI, entitled “Transit environment in the land-locked States in Central Asia and their transit developing neighbours”.
وبصفة خاصة يرحب هذا الوفد بارتياح كبير بالاعتماد بتوافق اﻵراء لمشروع القرار السادس، المعنون " بيئة المرور العابر في الدول غير الساحلية في آسيا الوسطى وجيرانها من بلدان المرور العابر النامية " .

(d) Cost/benefit analyses relating to the use of these alternative transit routes, taking account not only of the immediate benefits to the land-locked States of reduced transport costs, but also of the wider benefits, both to these States themselves and to their transit neighbours, of the resulting expansion of transit trade;
)د( إجراء تحليلات التكلفة/المنفعة المتصلة باستخدام طرق المرور العابر البديلة هذه، على ألا يؤخذ في الاعتبار مجرد المنافع المباشرة العائدة على الدول غير الساحلية بفعل انخفاض تكاليف النقل، بل يتعدى ذلك إلى مراعاة المنافع اﻷعم، العائدة على هذه الدول نفسها وعلى بلدان المرور العابر المجاورة لها، من جراء ازدياد حجم تجارة المرور العابر الناجمة عن ذلك؛

Present arrangements calling for the payment in advance and in foreign exchange for use of the railways are costly and burdensome, especially for the land-locked States of Central Asia, and ways should be sought to revert to less burdensome payment arrangements.
أما الترتيبات الحالية التي تتطلب السداد المسبق بالعملة الصعبة مقابل استخدام السكك الحديدية فهي تعني التكلفة الباهظة واﻷعباء الثقيلة، ولاسيما بالنسبة للدول غير الساحلية في آسيا الوسطى، وعليه ينبغي التماس السبل الكفيلة بالعودة إلى ترتيبات دفع يكون عبؤها أخف.
