5. Urges the International Civil Service Commission to finalize its work on the review of the rate of post adjustment for the Logistics Base and report thereon before the end of the main part of the fifty-fourth session of the General Assembly;

42. The General Committee, in the light of recommendations submitted by the Committee on Conferences (A/54/313), recommends to the General Assembly, on the strict understanding that meetings would have to be accommodated within available facilities and services, that the following subsidiary organs be authorized to meet during the main part of the fifty-fourth session:

At its substantive session of 1999, held from 30 August to 2 September, the Committee on Conferences took note of the above-mentioned reports of the Secretary-General and requested him to finalize by the end of the main part of the fifty-fourth session of the General Assembly concrete proposals on a system of managed assignments based on career incentives and aimed at reducing the excessive vacancy rates at some duty stations.

1. The present note is submitted in response to paragraph 9, part IV, of General Assembly resolution 53/221 of 7 April 1999, by which the Assembly requested the Secretary-General “to submit, through the Advisory Committee on Administrative and Budgetary Questions, at the main part of the fifty-fourth session of the General Assembly, a consolidated and comprehensive compendium of all administrative circulars on the delegation of authority”.
١ - تقــدم هذه المــذكرة استجابة للفقــرة ٩، الجـزء رابـعا من قــرار الجمعية العامة ٥٣/٢٢١ المؤرخ ٧ نيسان/أبريل ١٩٩٩، التي طلبت الجمعية العامة بموجبها إلى اﻷمــين العام " أن يقــدم، عن طــريق اللجنة الاستشارية لشؤون اﻹدارة والميزانية، في الجزء الرئيسي من الدورة الرابعة والخمسين للجمعية العامــة، خلاصة وافية موحدة وشاملة لجميع التعميمات اﻹدارية المتعلقة بتفويض السلطة " .

5. The Chairman drew the Committee’s attention to document A/C.5/54/1, which contained a letter from the President of the General Assembly to the Chairman of the Fifth Committee concerning the allocation of items to the Fifth Committee, and to the note by the Secretariat on the status of preparedness of documentation for the Fifth Committee during the main part of the fifty-fourth session of the General Assembly (A/C.5/54/L.1).
