12. By a letter dated 5 September 1995 to the Minister for Foreign Affairs of Myanmar, the Special Rapporteur transmitted the following memorandum of allegations received by him of human rights violations reported to have occurred in Myanmar:

On 23 October 1998, the Chairman-Rapporteur of the Working Group on Arbitrary Detention together with the Special Rapporteur on torture of the Commission on Human Rights addressed a letter to the Minister for Foreign Affairs of Myanmar in which they referred to the specific case of Dr. U Saw Mra Aung. The letter states the following:

3. The Commission will be aware from my report to the General Assembly (A/51/660) that three rounds of talks were held in New York and Bangkok with the Minister for Foreign Affairs of Myanmar, U Ohn Gyaw, between April and October 1996.

The Commission will be aware from my report to the Assembly that, following an exchange of letters with the Government of Myanmar and myself, two rounds of talks were held in New York and Yangon in October and November 1994 respectively, between the Minister for Foreign Affairs of Myanmar and my Representatives.

31. After his mission, the Special Rapporteur took note that on 16 December 2002 the Minister for Foreign Affairs of Myanmar, at a meeting in Bangkok, stated that SPDC had set a time frame for the road map and that some steps of the road map, including the National Convention to draft a new constitution, would be implemented in 2004.
