7. In 1995, the Working Group on Minorities was set up as a subsidiary body of the SubCommission, with a threefold mandate: to review the promotion and practical realization of the Minorities Declaration; examine possible solutions to problems involving minorities; and recommend further measures for the promotion and protection of the rights of persons belonging to minorities.

Questions were raised about the meaning and scope of a " right to cultural integrity " , the related obligations of States and how such rights were different from " the right to enjoy their own culture " in article 2 (1) of the Minorities Declaration.

Prior to and following the adoption of the Minorities Declaration (1990-1994), several reports were prepared in the framework of the Sub-Commission on the Promotion and Protection of Human Rights (the former Sub-Commission on the Prevention of Discrimination and Protection of Minorities), which dealt comprehensively with questions relating to minority situations and formulated suggestions for a programme for the protection of minorities.

They also expressed their support for the possible proclamation of an international decade, and not just an international year, on minority rights, focusing on the provisions of article 9 of the Minorities Declaration which called for engaging the support of international organizations in implementing the Declaration ( " joint NGO statement " ).

On 18 December 1992, the General Assembly, by its resolution 47/135, adopted the Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities (hereafter called the Minorities Declaration).

The Working Group on Minorities is mandated (a) to review the promotion and realization of the Minorities Declaration; (b) to examine possible solutions to problems involving minorities; and (c) to recommend further measures for the promotion and protection of the rights of persons belonging to minorities.

The Sub-Commission, following the debate in the Working Group, has also recommended that the General Assembly proclaim an international year for the world's minorities, to be followed by a decade, with a view to advancing the implementation of article 9 of the Minorities Declaration calling for United Nations agencies and programmes' contribution and cooperation. (Sub-Commission resolution 2003/23, para. 14).
