These actions are being taken within the framework of the comprehensive reform plan that the Kingdom is currently implementing, under the leadership of His Majesty the King, in various constitutional, legislative, economic and social fields, as embodied in the National Action Charter and in accordance with a plebiscite in which Bahraini women took part.

The adoption of the National Action Charter in 2001 which outlines reforms aimed at enhancing non-discrimination, due process of law and the prohibition of torture and arbitrary arrest and stating, inter alia, that any evidence obtained through torture is inadmissible;

The Committee welcomes the meaningful political, legal and economic reforms on which the State party has embarked, and notes in particular the adoption of the National Action Charter in 2001, the promulgation of the amended Constitution and the creation of the Constitutional Court in 2002, as well as the establishment of a new bicameral parliament with an elected chamber of deputies.
74- ترحب اللجنة بالإصلاحات السياسية والقانونية والاقتصادية الهامة التي شرعت الدولة الطرف في إجرائها، وتنوه بصفة خاصة باعتماد ميثاق العمل الوطني في عام 2001، وإصدار الدستور المعدل، وإنشاء المحكمة الدستورية في عام 2002، فضلاً عن إنشاء برلمان من مجلسين يضم مجلس نواب منتخباً.

(a) The pace of political reform, including the adoption of the National Action Charter, and the preparations for an elected lower house of parliament in 2004, as well as for the creation of elected municipal councils;

It is worth noting, in this connection, that Legislative Decree No. 56 of 2002 provides a legislative interpretation that is based on the Constitution and the law and reflects the actual state of affairs where security and stability have been provided in order to look towards a brighter future in which society will be organized in accordance with the National Action Charter and the implementation of the Kingdom's programme of reform;
ويلاحظ في هذا الشأن أن المرسوم بقانون رقم 56 لسنة 2002 بتفسير بعض أحكام المرسوم بقانون رقم 10 لسنة 2001 بشأن العفو الشامل عن الجرائم الماسة بالأمن الوطني هو تفسير تشريعي يجد سنده في الدستور والقانون ويتفق مع الواقع المتمثل في كفالة الأمن والاستقرار من أجل النظر إلى المستقبل بآفاق مشرقة لكي يتهيأ المجتمع في ظل ميثاق العمل الوطني لتنفيذ المشروع الإصلاحي الذي باشرته المملكة؛

4. Women's rights had been strengthened by the Constitution of 1973, which stipulated that citizens were equal in rights and duties, and by the National Action Charter of 2001, which clearly stated that the word " citizen " applied to both sexes.
4 - وواصلت القول إن حقوق المرأة قد عززها الدستور الصادر سنة 1973 الذي ينص على أن المواطنين متساوون في الحقوق والواجبات وميثاق العمل الوطني الموضوع سنة 2001 الذي يبين بوضوح أن كلمة " مواطن " تنطبق على الجنسين.

His Royal Highness said that the fact that all of this was clearly stipulated in the Constitution and the National Action Charter was evidence of a firm and sincere determination to safeguard and defend these rights by offering everyone the opportunity to participate in the building of the nation, the shaping of its future and the creation of the necessary legal instruments to achieve its aims.
61- وقال جلالته إن جميع ذلك ورد وبوضوح تام في دستور مملكة البحرين وميثاق العمل الوطني بما يؤكد العزم التام والنية الصادقة للحفاظ على صيانة تلك الحقوق والدفاع عنها بإتاحة الفرصة للجميع للمساهمة في بناء الوطن وصياغة مستقبله ووضع الأدوات القانونية اللازمة من أجل تحقيق ما نصبو إليه.
