Article 1, paragraph 1, requires States to protect the existence and the national or ethnic, cultural, religious and linguistic identity of minorities within their respective territories and encourage conditions for the promotion of that identity.

12- ترجو من لجنة حقوق الإنسان أن تطلب إلى المفوضية السامية لحقوق الإنسان التماس معلومات من الحكومات عن الأقليات القومية أو الإثنية والأقليات الدينية أو اللغوية المعترف بها داخل البلد، وعما إذا كان مبدأ الهوية الشخصية يحظى بالاعتراف في القانون أو الممارسة، وعن التدابير القائمة لحماية هوية الأقليات وإحالة هذه المعلومات إلى الفريق العامل؛
