2. As I have reported to the General Assembly and the Security Council, the month of December 1996 saw the culmination of the Negotiating Process between the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca (URNG) which put an end to 36 years of armed confrontation.
٢ - أبلغت الجمعية العامة ومجلس اﻷمن أن شهر كانون اﻷول/ديسمبر ١٩٩٦ قد شهد ذروة عملية التفاوض بين حكومة غواتيمالا والاتحاد الوطني الثوري الغواتيمالي، التي أنهت ستة وثلاثين عاما من المواجهة المسلحة.

29. The last quarter of 1996 saw the culmination of the Negotiating Process between the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca (URNG), putting an end to 36 years of armed confrontation.
٢٩ - شهد الربع اﻷخير من عام ١٩٩٦ ذروة عملية التفاوض بين حكومة غواتيمالا والاتحاد الوطني الثوري الغواتيمالي، التي أنهت ستة وثلاثين عاما من المواجهة المسلحة.

When the peace talks resumed, the parties agreed on a new format for the negotiations, which is contained in the Framework Agreement for the Resumption of the Negotiating Process between the Government of Guatemala and URNG, signed on 10 January 1994 (A/49/61-S/1994/53, annex).

3. The Framework Agreement for the Resumption of the Negotiating Process between the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca (URNG), signed in January 1994, provided for the United Nations to moderate the negotiations between the parties and to verify all subsequent agreements.
٣ - ينص الاتفاق اﻹطاري لاستئناف عملية التفاوض بين حكومة غواتيمالا والاتحاد الثوري الوطني لغواتيمالا الموقﱠع في كانون الثاني/يناير ١٩٩٤ على أن تتوسط اﻷمم المتحدة في المفاوضات بين الطرفين، وأن تتحقق من جميع الاتفاقات اللاحقة.

On 10 January 1994, in the presence of the United Nations observer to the peace process, the Government of Guatemala and URNG signed a " Framework Agreement for the Resumption of the Negotiating Process between the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca " , a copy of which is attached to this letter.
وفي ١٠ كانون الثاني/يناير ١٩٩٤، وفي حضور مراقب اﻷمم المتحدة في عملية السلم، وقعت حكومة غواتيمالا والاتحاد الثوري الوطني الغواتيمالي " اتفاقا إطاريا لاستئناف عملية التفاوض بين حكومة غواتيمالا والاتحاد الثوري الوطني الغواتيمالي " ، ومرفق بهذه الرسالة نسخة منه.

As I indicated in the above-mentioned report to the General Assembly, human rights verification must be set in the context of wider efforts to end the armed conflict and promote the rule of law, in particular the Negotiating Process between the Government of Guatemala and URNG.
