The nature of this political regime was defined by the OAS Charter, which proclaimed that one of its purposes was to promote and consolidate representative democracy, with due respect for the principle of non-intervention.

It is a third-generation right that this Assembly recognized in resolution 39/11 of 12 November 1984, and it was reaffirmed by the States members of the Organization of American States (OAS) in the Reaffirmation of Caracas, when we commemorated the fiftieth anniversary of the adoption of the OAS Charter.

As far as norms are concerned, the OAS Charter now in force establishes that " the solidarity of the American States and the high aims which are sought through it require the political organization of those States on the basis of the effective exercise of representative democracy " .

Nonetheless, because, in part, of the obligation under the OAS Charter to respect the rule of law and the right to compensation under final judgements set out in the American Convention on Human Rights, the General Assembly voted to comply with those judgements.

63. Subsequent to resolution 1080, the Protocol of Washington entered into force. The Protocol, which is binding in nature, introduced substantial amendments to the OAS Charter, granting OAS decision-making bodies the power to suspend membership rights from a State in which a de facto Government comes to power illegitimately by overthrowing a democraticallyconstituted Government.
63- وبعد القرار 1080، دخل حيز النفاذ بروتوكول واشنطن، وهو صك ملزم أدخل تعديلات كبيرة على ميثاق منظمة الدول الأمريكية بمنحه هيئات صنع القرار في المنظمة سلطة تعليق عضوية الدولة في حالة وصول حكومة إلى السلطة فيها بصورة غير شرعية بحكم الواقع بعد الإطاحة بحكومة مشكلة ديمقراطياً(21).
