1. The Committee shall make available its good offices to the parties concerned with a view to reaching a friendly settlement of the matter on the basis of the respect for the obligations set forth in the Convention and/or the Optional Protocols thereto.
1- تعرض اللجنة مساعيها الحميدة على الأطراف المعنية بهدف التوصل إلى تسوية ودية للمسألة على أساس احترام الالتزامات التي تنص عليها الاتفاقية و/أو بروتوكولاتها الاختيارية.

1. The Committee shall make available its good offices to the parties concerned with a view to reaching a friendly settlement of the matter on the basis of respect for the obligations set forth in the Convention and/or the Optional Protocols thereto.
1- تعرض اللجنة مساعيها الحميدة على الأطراف المعنية بهدف التوصل إلى تسوية ودية للمسألة على أساس احترام الالتزامات التي تنص عليها الاتفاقية و/أو بروتوكولاها الاختياريان.

3. The Committee shall make available its good offices to the States parties concerned with a view to a friendly solution of the matter on the basis of the respect for the obligations set forth in the Convention and the Optional Protocols thereto.
3- تعرض اللجنة مساعيها الحميدة على الدول الأطراف المعنية بهدف التوصل إلى حل ودي للمسألة على أساس احترام الالتزامات التي تنص عليها الاتفاقية وبروتوكولاها الاختياريان.

Thereby, the Committee assists States parties in identifying effective legislative, judicial, administrative and other measures to bring their laws and practice into full compliance with the obligations set forth in the Convention.
ومن ثمّ تساعد اللجنة الدول الأطراف على تحديد التدابير التشريعية والقضائية والإدارية الفعالة وغيرها من التدابير من أجل جعل قوانينها وممارساتها تمتثل امتثالاً كلياً للالتزامات المحددة في الاتفاقية.

The mechanism should be in compliance with the obligations set forth in the Convention and respect the principle of the sovereignty of States.
271- وينبغي أن تمتثل الآلية للالتزامات المحددة في الاتفاقية وتحترم مبدأ سيادة الدول.

In all cases, the friendly settlement must be based on respect for the obligations set forth in the Convention and/or the substantive Optional Protocols thereto.
وفي جميع الحالات، يجب أن تكون التسوية الودية قائمة على احترام الالتزامات المنصوص عليها في الاتفاقية و/أو البروتوكولين الاختياريين الموضوعيين الملحقين بها.

At the conclusion of the Committee's review of each State party report, the Committee identifies concerns and recommends specific actions designed to enhance each State party's ability to implement the measures necessary and appropriate to prevent acts of torture and ill-treatment, and thereby assists States parties in bringing their law and practice into full compliance with the obligations set forth in the Convention.
وفي اختتام استعراض اللجنة لتقرير كل دولة طرف، تحدد اللجنة دواعي القلق وتوصي بإجراءات محددة ترمي إلى تعزيز قدرة كل دولة طرف على تنفيذ التدابير اللازمة والمناسبة بغية منع أعمال التعذيب والمعاملة القاسية ومن ثمّ مساعدة الدول الأطراف على جعل قوانينها وممارساتها تمتثل امتثالاً كلياً للالتزامات المحددة في الاتفاقية.

At the conclusion of the Committee's review of each State party report, the Committee identifies concerns and recommends specific actions designed to enhance each State party's ability to implement the measures necessary and appropriate to prevent acts of torture and cruel treatment, and thereby assists States parties in bringing their law and practice into full compliance with the obligations set forth in the Convention.
وفي اختتام استعراض اللجنة لتقرير كل دولة طرف، تحدد اللجنة دواعي القلق وتوصي بإجراءات محددة ترمي إلى تعزيز قدرة كل دولة طرف على تنفيذ التدابير اللازمة والمناسبة بغية منع أعمال التعذيب والمعاملة القاسية ومن ثمّ مساعدة الدول الأطراف على جعل قوانينها وممارساتها تمتثل امتثالاً كلياً للالتزامات المحددة في الاتفاقية.

The Committee will not accept any friendly settlement that is not based on respect for the obligations set forth in the Convention and/or the substantive Optional Protocols thereto.
ولا تقبل اللجنة أي تسوية ودية لا تقوم على احترام الالتزامات المنصوص عليها في الاتفاقية و/أو البروتوكولين الاختياريين الموضوعيين الملحقين بها.

The Committee may terminate its facilitation of the friendly settlement procedure if it concludes that the matter is not susceptible to reaching a resolution or any of the parties does not consent to its application, decides to discontinue it, or does not display the requisite will to reach a friendly settlement based on respect for the obligations set forth in the Convention and/or the substantive Optional Protocols thereto.
5- وللجنة أن تنهي تيسيرها لإجراءات التسوية الودية إذا خلصت إلى أنه ليس في المسألة ما يدل على إمكانية بلوغ حل أو إلى أن أياً من الطرفين لا يوافق على الأخذ به، أو يقرر وقف هذه الإجراءات، أو لا يبدي الإرادة اللازمة للتوصل إلى تسوية ودية على أساس احترام الالتزامات المنصوص عليها في الاتفاقية و/أو البروتوكولين الاختياريين الموضوعيين الملحقين بها.
