Legislative power is exercised by the Oliy Majlis, which is the Parliament of the Republic and the highest State representative body.

Since independence, the Oliy Majlis has drafted and passed more than 1,000 laws, most of which are geared to the direct protection of specific rights and freedoms of citizens.

On the whole, the study and analysis of claims sent by citizens to the Commissioner for Human Rights of the Oliy Majlis reveal a number of reasons for the gross violations of citizens’ rights and freedoms:

Candidates for the post of Prime Minister are examined and approved by the chambers of the Oliy Majlis at the recommendation of the President.

The Chairpersons and the members of the Supreme Court and the Higher Economic Court may not be deputies of the Oliy Majlis.

In Uzbekistan, there is a 30 per cent quota for women candidates to the Oliy Majlis (Parliament). Women account for 15 per cent of the members of Senate (the upper house of Parliament), 18 per cent of the Legislative Chamber of Parliament and 15.2 per cent of local representative bodies.
