The representatives of an invited observer organization may attend all formal and informal meetings of the Commission and its subsidiary organs unless the organ concerned decides that the meeting is to be held in private with participation of only member States of the Commission or only member and non-member States (see rule 60 of the Rules of Procedure of the General Assembly and section 3 below).
30- ويجوز لممثلي أي منظمة مدعوة للمشاركة بصفة مراقب أن يحضروا كل الاجتماعات الرسمية وغير الرسمية للجنة وهيئاتها الفرعية، ما لم تقرر الهيئة المعنية أن تعقد الاجتماع بصورة سرية بحيث تكون المشاركة فيه مقصورة على الدول الأعضاء في اللجنة أو على الدول الأعضاء وغير الأعضاء (انظر المادة 60 من النظام الداخلي للجمعية العامة والباب 3 أدناه).

As the Secretariat's Note explains, the general principles of the General Assembly concerning public and private meetings are set forth in rules 60 of the Rules of Procedure of the General Assembly. That rule provides that: " The meetings of the General Assembly and its Main Committees shall be held in public unless the organ concerned decides that exceptional circumstances require that the meeting be held in private.
