Jordan therefore completely supports the draft resolution that has been distributed on the development of the working methods of the Security Council. We have contributed to it, and, together with Switzerland, Costa Rica, Liechtenstein and Singapore, we were among the original sponsors.

Mr. Schori (Sweden), introducing draft decision A/C.6/57/L.23 on behalf of the original sponsors and Guatemala, Liechtenstein and Mauritius, said that the issue had been on the agenda of the General Assembly since 2000, and the sponsors hoped that the Committee would now be able to conclude its consideration of the matter.

1. Ms. Khalil (Egypt), introducing the draft resolution on behalf of the original sponsors and China, Djibouti and Mauritania, said the situation in the occupied Palestinian territories continued to deteriorate at an alarming rate.

8. Ms. Feller (Mexico), introducing the draft resolution on behalf of the original sponsors, as well as Ghana, Morocco and Nigeria, said that drug trafficking and drug consumption continued to have a devastating effect on development and stability.

99. Mr. Nikiforov (Russian Federation), introducing the draft resolution on behalf of the original sponsors and Kazakhstan and Ukraine, said that hostage-taking remained an urgent problem which his Government had experienced first hand.
99 - السيد نيكيفوروف (الاتحاد الروسي): قدَّم مشروع القرار نيابة عن مقدميه الأصليين وكازاخستان وأوكرانيا، وقال إن أخذ الرهائن لا يزال يمثل مشكلة عاجلة تعاني منها حكومته بشكل مباشر.

13. Ms. Morgan (Mexico), introducing draft resolution A/C.2/68/L.13 on behalf of the original sponsors and also Cuba, China and Ukraine, said that the initiative had come from the scientific community.

3. Ms. Enkhtsetseg (Mongolia) introduced the draft resolution on behalf of the original sponsors and also Brazil, China, Colombia, Côte d'Ivoire, the Democratic Republic of the Congo, Indonesia, Kazakhstan, Kenya, Mexico, Myanmar, Switzerland and Timor-Leste.

Ms. Muuondjo (Namibia), introducing the draft resolution on behalf of the original sponsors as well as Cape Verde, Kenya, Morocco, Nigeria, Panama, Paraguay and Peru, said that the issue of fistula had been included in the draft resolution, as it affected the mortality and morbidity of young women, particularly in sub-Saharan Africa, where health care was rudimentary.

24. Mr. Gómez Robledo (Mexico), introducing the draft resolution on behalf of the original sponsors and also Canada, Costa Rica, Croatia, Ecuador, Liechtenstein, Lithuania, Malta and Poland, said that terrorism was a serious problem for the territorial integrity and security of States.

As to the first point, the representative of one of the original sponsors could not have been clearer when, in response to a statement by our British colleague, he said that the draft resolution was intended to call into question the doctrine of deterrence.

Moreover, States and Governments had the primary responsibility for determining the legal system applicable to their territory and population; hence, his delegation was surprised to find itself faced with an amendment based on an idea that it had proposed to the original sponsors.

While underlining the indispensable link between peace and human rights, my delegation feels that the issue of rights of peoples to peace would be better dealt with in more appropriate forums as, my delegation has suggested to the original sponsors of the resolution.

52. Mr. Kryskov (Russian Federation), introducing draft resolution A/C.3/52/L.28 on behalf of the original sponsors, and Japan and Turkmenistan, said that the Regional Conference had been a unique forum for the analysis of migratory movements within the Commonwealth of Independent States and the development of measures aimed at resolving existing problems and preventing new flows of refugees and displaced persons.
٥٢ - السيد كريسكوف )الاتحاد الروسي(: عرض مشروع القرار A/C.3/52/L.28 بالنيابة عن مجموعة الدول التي قدمته أصلا باﻹضافة إلى تركمانستان واليابان، وقال إن المؤتمر اﻹقليمي كان محفلا متفردا لتحليل تحركات الهجرة في رابطة الدول المستقلة ووضع تدابير ترمي إلى حل المشاكل القائمة ومنع حدوث تدفقات جديدة من اللاجئين والمشردين.

22. On 15 November, the original sponsors submitted a revised draft resolution (A/C.1/48/L.27/Rev.1), in which the words " to consider including the issue of international arms transfers " were replaced by the words " to include the question of international arms transfers " in operative paragraph 4.
٢٢ - وفي ١٥ تشرين الثاني/نوفمبر قدم مقدمو مشروع القرار اﻷصليون مشروع قرار منقحا )A/C.1/48/L.27/Rev.1(. استعيض فيه عن عبارة " أن تنظر في ... إدراج مسألة نقل اﻷسلحة " الواردة في الفقرة ٤ من المنطوق بعبارة " أن تدرج مسألة نقل اﻷسلحة " .
