A derogation is not permitted in relation to certain rights under the Covenant. In addition, the State party is obliged to inform the other States Parties to the Covenant, through the Secretary-General, of the provisions from which it has derogated and of the reason for that course of action.

7. The privilege of possessing nuclear weapons must not be eternal. The nuclear-weapon States have an obligation, pursuant to the provisions of the Treaty and jointly with the other States parties, to hold negotiations for nuclear disarmament. A fundamental aspect of those negotiations is that they must take into account the essential principles of verification, transparency and irreversibility.
7 - فالامتياز الذي يتحقق باحتياز السلاح النووي ينبغي ألا يكون أبديا، ولا بد للدول الحائزة لهذا السلاح أن تدخل، إلى جانب بقية الدول الأطراف في معاهدة عدم الانتشار، في مفاوضات لنزع سلاحها النووي امتثالا لأحكام المعاهدة، ومن الأهمية بمكان أن تدرج في تلك المفاوضات مبادئ التحقق، والشفافية، واللارجعة باعتبارها مبادئ أساسية.

Under article VI of the Treaty on the Non-Proliferation of Nuclear Weapons, the nuclear-weapon States, along with the other States Parties to the Treaty, are obliged to pursue negotiations with a view to nuclear disarmament.
وبموجب المادة السادسة من معاهدة عدم انتشار الأسلحة النووية، تُلزم الدول الحائزة للأسلحة النووية، إلى جانب سائر الدول الأطراف في المعاهدة، بمواصلة إجراء المفاوضات بهدف التوصل إلى نزع السلاح النووي.

Neither the depositaries in question nor the other States Parties to the treaties concerned raised any objections to this practice.
